Description
NAVAIR Orlando Training Systems Division has a requirement to support the Naval Personnel Development Command (NPDC) and its affiliated organizations in acquiring professional, administrative and technical services in the execution of their broad and diverse mission in support of fleet readiness at major Fleet Concentration Areas (FCA) around the world. The product to be purchased under this contract is a proficiently trained student, meeting the performance and course completion standards within each course, as determined by the training officers of the different FCA regions the instructor serves, or technical management of Navy training requirements . This requirement will be 8(A) set-aside. Competition will be among interested 8(A) vendors. Award will be made in the form of an Indefinite Quantity Contract (IQC) to one responsible bidder and orders will be issued against the IQC as the need arise. A cost type contract is anticipated for this effort with a 60-month period of performance. Tasking will be by individual Delivery Order (DO) providing detailed technical requirements and appropriate deliverable items for each task or multiple tasks within the delivery order. Each DO shall define the professional, administrative, and technical support required to achieve the desired degree of responsiveness to accomplish programmatic goals for assigned projects under NPDC/NETC. The Contractor shall provide those services, material and related equipment to perform the work delineated in the basic contract and defined within each individual DO. Each DO Statement of Work (SOW) will describe the specifics for the requirement with respect to performance, end item, deliveries, delivery schedules, performance milestones, Government reviews and travel. Responses should include a narrative identifying the scope of past and present (within the last 3 years), relevant experience on similar contracts (include dollar value, complexity and point of contact), a description of capabilities to perform the subject effort, any comments on the draft SOW, and any alternative approaches to filling the subject requirement. The applicable North American Industry Classification Systems (NAICS) Code for this requirement is 541611 with a size standard of $6.0 million. Brevity of extraneous information is desired.
