Description
The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), in support of the Deputy Under Secretary of Defense, Military Community and Family Policy (MC&FP), is developing an acquisition strategy for various MC&FP programs that will include participants from small and large businesses in a prime capacity. We are contemplating awarding Indefinite Delivery Indefinite Quantity (IDIQ) contracts with multiple and/or single awardees, however, the exact contract type will be based on the outcome of our market research. The Office of the Deputy Under Secretary of Defense, MC&FP, is responsible for developing policy and programs for military members and their families. Program areas include, but are not limited to: Family Centers, Relocation Assistance, Transition Assistance, Mobilization/Deployment Support, Dependent Education, Exchanges, Commissaries, Morale Welfare and Recreation, Fitness, Family Advocacy, Child and Youth Programs, Personal Financial Management, Spouse Employment Assistance, Volunteers, Eldercare, Casualty and Mortuary Affairs, Military Funeral Honors and Seriously Disabled / Injured Services. The purpose of this Sources Sought is to obtain market information on companies able to provide the necessary the professional and technical services; administrative support; training; and facilities required to implement MC&FP programs on a national and international basis. Specific requirements include but not limited to, are: (1) collecting data and/or field sampling activities, preparing and delivering analysis, identifying best practice recommendations, developing training programs; (2) developing management and strategic plans; preparing reports and presentations related to a particular quality of life area; (3) developing and coordinating collaborative partnerships with state and local leaders and agencies; (4) forming and revising policy on stakeholder outreach and relationship management, strategic organizational design, business process reengineering; assess issues, recommend changes to policy and law; prepare reports and recommendations; (5) developing implementation plans and milestones on a variety of issues concerning sexual harassment and assault; (6) managing and coordinating services and internships for seriously disabled veterans as a result of their services in Operation Iraqi Freedom, Operation Enduring Freedom, and the Global War on Terror; administer and monitor a counselor-advocate program for severely injured service members and their families; (7) scheduling and conducting meetings and training conferences; (8) developing strategies and materials that improve awareness and usage of MC&FP programs; (9) designing, developing, and implementing websites and portals including programming, technical writing, content management; (10) developing web-based, interactive training on programs and issues that affect military leaders/advisors, military members, and family members; (11) providing support to military spouses seeking employment to include employer recruitment on a local, regional and national basis; (12) providing program support, information, tools, and services to schools, parents, and health professionals for military families and children; (13) increasing the availability of child care for parents with mildly ill children and for selected families in need of emergency extended care; (14) providing victim advocate services and shelter nights, on an as-needed basis, to victims of domestic and sexual violence; and (15) providing, as required, technical, consultative, and administrative support within the timeframe specified in the specific task order to respond to unforeseen and/or emergency situations to support the War on Terror and the evolving needs of the war fighters and their dependents. The MC&FP program will require proof of a security clearance at specific military locations to gain site access and establish local area network accounts. PEO STRI intends on conducting a MC&FP Programs Industry Day on 2 August 2005 (0800-1130) at the Radisson University Hotel located on 1724 Alafaya Trail, Orlando, Florida in the Regency Ballroom. Please note that Industry Day participants are limited to (2) people per company. One-on-One Sessions will be held in the Air Force Agency for Modeling and Simulation (AFAMS) facility located at 3051 Technology Parkway, Orlando, FL 32826 in Conference Room 123. One-on-One Sessions will be approximately 25 minutes long and will be by appointment only. They will commence on Tuesday, 2 Aug 05 at 1300 and conclude at 1700 on Thursday, 4 Aug 05.
