Description
Project Title: Investigarion of Advanced Maerials and Novel Processing Technology Areas for Potential Use with Department of Defense (DoD) Weapon Systems. Background: The United States Army Research, Development and Engineering Command - Armament Research and Developmment Center (RDECOM-ARDEC) requires highly specialized analytical and engineering support for the development, demonstration and transition of innovative technology (in particular, nannotechnologies) solutions to the challenges associated with the life-cycle management of weapons and munitions. RDECOM-ARDEC has been engaged in the development of control and delivery systems for use in a wide range of applications related to energetic materials as well. The development of these systems encompasses the following: Material selection/development Material characterization Scale-up from Research and Development (R&D) levels to production levels Material processing equipment selection/development Mode of Production Producibility/Reproducibility Recovery and re-use of raw materials Testing Project Goals: The goals for this prooposed contract are as follows: To develop these processes/systems/technologies from conception through to production. To mature the processes/systems/technologies from laboratory-scale set-ups through to full production-sclae capabilities. Eliminate "guessing" and/or "black art" associated with these processes so that they become repeatable and reproducible, regardless of location and personnel. To assist RDECOM-ARDEC in transitioning items developed in its Manufacturing Research, Development, and Education (MRDE) Center to the industrial base. To investigate advanced material and novel technology areas, capabilities, manufacturing processes, manufacturing and material processing technologies for potential use with DoD weapon systems munitions. These weapon systems/ munitions applications include, but are not limited to, the following: Directed Energey Weapons Armed Unmanned Vehicles Target Identification, Marking, Decision Aids Homeland Defense Future Force Munitions Enhancements Advanced Armor/Anti-armor Materials Novel Energetics Contract Requirements: The Contractor shall have proven/documented expertise and capabilities in each of the following developmental technology areas as follows: Formation and Processing of Nanopowders for Energetic and Structural Applications Additive "Near Net Shape" Manufacturing Technologies for Armament Research and Development Friction "Stir Welding" to Join Large and Dissimilar Aramament Components Reinforced Aluminum Parts with Aluminum Matrix Composites "Direct Write" Explosive Technologies as applicable to Microelectric Initiators (MEI's) and Microelectric Mechanical Systems (MEMS), coatings and miniture components Atmospheric Sciences Technology and Applicatiions to Support NAMK (NATO Armaments Meteorological Kernel) and NAGIK (NATO Armaments Geophusical and Information Kernel) Projects Lightweight System Applications to Unmanned Aerial Vehicles (UAV's) Robust Intelligent Cognitive Decision Aids Robotics, Control Systems, Control Vision Systems Optical Manufacturing Applications/Advanced Mirror Technology Applications Ultra-lightweight Composite Materials for Future Force Regarding "The Formarion and Processing of Nanopowders for Energetic and Structual Applications", the Contractor shall Develop process optimization to control the size, size distributiion and morphology of the nanopowders produced on the newly installed induction plasma system at Picatinny Arsenal Develop novel passivation and functionalization technologies/processes for safe handling, mixing and classification of nanopowders for sue in processing/loading of small, medium and large caliber percussion primers Conduct further technology/process development to apply these items to lethality enhancement of small/medium/large caliber munitions. Regarding "Friction 'Stir Welding' to Produce Selectively Reinforced Aluminum Parts with Aluminum Matrix Composites", the Contractor shall Develop technology/processes necessary to investigare the use of continuous fiber reinforced aluminum matrix composites (AMC's) actuator rods, seals for the 105mm AMC Cylinder, fins welded onto aluminum hubs (Kinetic Energey (KE) Penetrator and Mortar type rounds) conduct "weld trials" to determine appropriate weld filler metal base material combinations for aluminum metal matrix composites using Nextel 610. Perform mechanical testing to determine weld joint efficiencies and weld joint performance Regarding "Developing 'Direct Write' Explosive Technologies as Applicable to Microelectric Initiators (MEI's) and Microelectric Mechanical Systems (MEMS)", the Contractor shall Develop the technologies and processes reqired for high speed/low cost loading of explsoives (e.g., MEMS-sclae explosives such as EDF-10, proposed for use with the XM-29 Integrated Air Burst Objective Integrated Crew-served Weapon (OICW) System) into "small-volume MEMS" (e.g., future Safe and Arm Initiator and Detonator Devices) using "direct write" technologies Regarding "Atmospheric Sciences Technology and Applications to Suport NAMK (NATO Armaments Met Kernel) and NAGIK (NATO Aramaments Geophysical and Iinformational Kernel)Projects", the Contractor shall Analyze Demonstration Met Kernel (DMK) performance, Weather Analysis Center (WAC) forecases, DMK forecasts and observed/measured meteorological data from NATO's CoMET fire exercise held in Denmark in Sep 03 to recommend model setup for refined DMK for Oct 2005 French testing; analyze same from French testing to recommend model setup for NAMK1; analyze same during and subsequent to testing involving NAMK1 Evaluate methodologies for assimilating local met data (e.g. METCM) into atmospheric/meterological models planned for implementation in the NAMK product;examine impact of different local/regional met data/ibservations and methodology of input to model Analyze intended testing scenarios, current concept for use for NAMK and NAGIK,a nd future considerations and then recommend requirements, necessary interfacing, and functionality for NAMK and MAGIK products Iinvestigate portability of NCAR's (Natiional Center for Atmospheric Research) MM5 to MS Windows; technical consultant on implementation of NCAR's MM5 and WRF models into the NAMK product and their use Assist in developing test plans, data collection and evaluation of models and cognitive decision aiding components. For Lightweight Applications to Unmanned Aerial Vehicles (UAV???s), regarding ???Robotics, Control Systems, Control Vision Systems???, the Contractor shall ?? Investigate agent based algorithms/methodologies for control, coordination and tasking of multiple UAV/UGV platforms from a single control station to support surveillance and network targeting applications. ?? Given a terrain area of interest and platform/sensor operational constraints, investigate multiple platform route generation algorithms to optimize area coverage. ?? Investigate real time coordinated sensor/platform control permit target lock-on and track after detection. ?? Assist in hardware/software prototype integration and field testing to demonstrate manned/unmanned teaming/collaboration in support of network centric fires. Regarding ???Optical Manufacturing Applications/Advanced Mirror Technology Applications???, the Contractor shall ?? Identify approaches for engineering photonic crystal materials based upon Dendrimer/Polymer Composites to control index of index of refraction (n), anomalous dispersion (dn/dT) and TCE. ?? Identify desirable optical performance goals for initial materials fabrication in cooperation with RDECOM-ARDEC technical personnel. ?? Design Dendrimer/Polymer Composites to provide specified optical and thermal characteristics ?? Fabricate Dendrimer/Polymer Composites and test for specified optical and thermal characteristics ?? Based upon findings in this effort, delineate approaches for future work in nonlinear photonic crystals by the end of the effort. Regarding ???Additive Manufacturing for Armament Research and Development??? and ???Ultra Lightweight Composite Materials???, the Contractor shall be capable of ?? Developing technology/processes necessary to apply Laser Powder Deposition Technology, Near Net Shaping Technology and Maskless Meso-Scale Materials Deposition (M3D) for use with lightweight metal matrix composite (MMC) materials. The MMC???s will be used in fabricating lightweight components, S&A devices, sensors and warheads to be used with items such as the Objective Crew Served Weapon (OCSW) System and 120mm Mortar Weapon Systems The Contractor shall possess demonstrated expertise and capabilities in the field of Nano-reinforced Polymer Composites??? and apply them to potential military/defense applications in the military field (e.g, structural/weight improvements to existing ammunition/weapon/ weapon system component structures).
