Description

AMMENDMENT #1 - APPENDEX A OF THE SOW HAS BEEN REVISED. IT IS AN ATTACHED FILE AS ATTACHMENT NO. 5 GROUNDS MAINTENANCE This is a combined synopsis/solicitation for grounds maintenance on vacant units and some common areas in Green Acres and Pine Estates, Base housing at Wright-Patterson AFB, OH. The number of units and common areas requiring grounds maintenance will vary per call for service. The Government will provide a list of units and common areas as maintenance is required (see estimated workload in attached Statement of Work (SOW) and below). This is a commercial service to be procured for Wright-Patterson Air Force Base prepared in accordance with (IAW) the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation FA8601-05-T-0175 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04, effective 08 Jun 2005 + Class Deviation 2005-o0001. This acquisition is 100% set aside for small business. The associated North American Industrial Code (NAIC) is 561730 and the associated size standard is $6,000,000. A Firm Fixed Price type contract is anticipated with two line items: one line item (CLIN 0001) for Grounds Maintenance for vacant units which includes estimated quantities for mowing and trimming service; another line item (CLIN 0002) for Grounds Maintenance for common areas which includes estimated quanitities for mowing and trimming service. An estimated workload is between 100 and 160 vacant units, varying square footage of 10,730 and 10,153. The common areas may need to be mowed each time a call is placed to mow vacant units. If common areas do not require mowing, the contractor will be so informed at time of call. This estimate of 100 - 160 is for each time a call is placed by the Government for mowing. The total number of calls made during the entire contract period depends on the weather and growth rate of grass. Period of Performance is 01 Aug 2005 - 31 Oct 2005. Offeror must provide all information requested in this solicitation, including the below pricing information: CLIN 0001 Est. Unit of Unit Total QTY Issue Price Price Non-personal services to provide 1120 EA $_____ $_____ all material, labor, equipment and transportation necessary to perform grounds maintenance IAW the attached SOW at Green Acres and Pine Estates vacant units, WPAFB OH for the period 01 Aug - 31 Oct 2005. Grounds maintenance includes, but is not limited to mowing and trimming as well as all other requirements stated in the SOW. CLIN 0002 Est. Unit of Unit Total QTY Issue Price Price Non-personal services to provide 16 EA $______ $_____ all material, labor, equipment and transportation necessary to perform grounds maintenance IAW the attached SOW at Green Acres and Pine Estates common areas, WPAFB OH for the period 01 Aug - 31 Oct 2005. Grounds maintenance includes, but is not limited to mowing and trimming as well as all other requirements stated in the SOW. Department of Labor Wage Determination #1994-2419, Rev #27, dated 23 May 2005 applies to this requirement, is incorporated into and attached to this solicitation and will apply to any resultant contractual document. Please ensure proper labor rates are considered when submitting your price quote. Closing date of this RFQ is 22 July 2005 at 3:00 p.m. ET. A site visit will be held 18 July 2005 at 9:00 a.m. at Hope Hotel, Wright- Patterson AFB, OH in front of Packy's which is a restaurant in the Hope Hotel. The purpose of this site visit will be to conduct a tour of the Green Acres and Pine Estates areas to view some of the vacant lots and common areas covered under this requirement. You must submit the names of all attendees (not to exceed two per company) to Jan Banta, Contract Specialist, e-mail: janet.banta@wpafb.af.mil by 17 July 2005 at 2:00 p.m. Moreover, the following information is required for each attendee: full name and Social Security Number, as well as the name and address of the company being represented. This information must be provided in order to ensure access to the Base for the site visit. Offerors are requested to submit questions as a result of the site visit to the point of contact noted above not later than 20 July 2005, 4:00 p.m. Information provided by this site visit shall not qualify the terms and conditions of the solicitation or SOW. Terms of the solicitation and SOW remain unchanged unless amended in writing by the Contracting Officer. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. A record of the site visit shall be made by the Government and furnished to all prospective offerors. The record shall include minutes of the meeting, including questions (on a non-attribution basis) and answers, if applicable. This RFQ is being conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13). A Statement of Work (SOW) is posted at http://www.pixs.wpafb.af.mil/. The Contracting Officer will evaluate (1) price (2) past performance - FAR 52.212- 2. Evaluation will be based on overall best value. The basis of the evaluation factors listed in this solicitation and the information furnished by the offeror or identified in the quote and reasonably available to the Contracting Officer. THE CONTRACTING OFFICER IS NOT RESPONSIBLE FOR LOCATING OR OBTAINING ANY INFORMATION NOT IDENTIFIED IN THE QUOTE. Responding contractors shall include quotations and descriptive literature with their response to allow the government to make a complete evaluation and appraisal of the offering with respect to the requirements set forth in this combined synopsis solicitation and the salient characteristics document. A copy of FAR Clause 52.212-3, Contractor Representations and Certifications- Commercial Items, must be completed and submitted with quotation. The Government will make an award from this request for quotation to the responsible offeror whose quote will be most advantageous to the Government.
