Description
Project Medical Training Building (1900) Renovation, Phase 2, Sheppard Air Force Base, TX will be issued in the near future. Notice to offerors: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. Work will consist of furnishing all necessary plant; labor and materials to accomplish the following: 1. Work consists of replacing the multizone heating, ventilation, and air conditioning (HVAC) system with a variable air volume (VAV) system, complete rework of the electrical service, removing buss duct and replacing outdated electrical panels, lights, and other electrical items. Architectural work consists of new ceilings, floors, carpet, doors, windows, painting, lathing and plaster, and cermic tile. The bathrooms will be refurbished to bring up to ADA standards. Some asbestos abatement will be required. The building fire sprinkler system will be extended throughout this project area. 2. The work shall be executed in the best and most workmanlike manner by qualified, careful, and efficient mechanics skilled in the trade. The work shall be in strict accordance with the contract documents and standards of the industry. Only certified journeymen in respective trades, or apprentices under the direct supervision of certified journeymen, will be permitted to install, supervise installation of, or alter or repair electrical and mechanical systems. Electrical and mechanical systems include, but are not limited to: pipe, plumbing, HVAC systems, electrical wiring, fire protection systems, welding, equipment and devices. A current state or municipal tested and issued plumbing/gas/air conditioning and electrical license, will be recognized as certification upon approval by the Contracting Officer. License shall be available for Government inspection at the pre-work conference and from mechanics and electricians at the jobsite throughout contract operations. For those trades not requiring a license, the contractor shall have a minimum of three years experience in the trade. The government reserves the right to request work references. 3. Contractor?s will be required to submit past performance references for large HVAC installation and building renovation experience with the proposal. 4. Performance period is 480 calendar days from issuance of the Notice to Proceed. The project is divided in to four phases with a 2-week period between phases during which the contractor will replace the office partitions and furniture, and those like items in next phase will be removed and stored by the contractor. All work shall be in accordance with the statement of work and drawings. Magnitude of construction project is between $1,000,000 and $5,000,000. Solicitation is being issued for competition between 8(a) firms serviced by the Texas and Oklahoma Small Business Administration offices. Applicable NAICS code for this project is 236220 with a size standard of $28.5 million dollars. Solicitation and any subsequent amendments will be posted through the electronic posting system (http://eps.gov/). Paper copies will not be provided. Contractors will be solely responsible for monitoring the Internet and obtaining the solicitation documents and any amendments. Interested offerors must ensure they are registered with the Central Contractor Registration (CCR) in order to receive award of a contract.
