- S--The Aberdeen Area Indian Health Service is soliciting proposals from interested security guard contractors to provide protection of Service Unit real property, safety of staff and visitors for the White Earth Health Center, White Earth, Minnesota. The contractor is required to provide coverage twenty-four (24) hours per day, seven (7) days per week, in accordance with the statement of work. Eight (8) hours per day/5 days per week security services for the Naytahwaush Health Center (NHC) and grounds. Eight (8) hours per day/1 day per week security service for the Pine Point Health Center (PPHC) and grounds. The WEHC is located adjacent to the community of White Earth, MN along State Highway 224. The NHC is located on Church Street just west off of County Road 4. The PPHC is located on 282 Street, in the Ponsford Community just north of County Road 124. The Contractor is responsible for scheduling shifts to manage the coverage. The Base year for this service is proposed for October 1, 2005 through September 30, 2006. The contract will include the option of renewal for two (2) additional option years. The Service Unit shall provide a one police radio receiver and one cordless telephone, which will be issued to the Contractor. The contractor shall provide uniforms. Security services will be in compliance with all applicable Indian Health Service rules and regulations. The Contract shall be a non-personal fixed-price performance based contract under which the contractor is an independent contractor which shall allow the government to evaluate the quality of professional and administrative services provided, and shall retain limited control over the professional aspects of the services rendered, (e.g. professional judgments). The period of performance will be fore (1)base year period from date of award for a 12-month period + two (2) option years. The acquisition listed herein is totally set aside for award to a 51% to 100% Indian owned firm pursuant to the Buy Indian Act (25 USC 47). Qualified Buy Indian Security Service vendors may bid on this project by requesting a copy of RFP # 05-07 in writing from Barbara Goen at the address listed or by telefax at (605) 226-7669. RFP # 05-07 will be available approximately 15 days after publication of this announcement. We estimate that the Bids will be due August 19, 2005.
