Description
The Centers for Medicare and Medicaid Services (CMS) intends to procure under the Simplified Acquisition Procedures (Dollar Threshold of $100,000) a firm fixed price award for ?Ratings of Medicare Managed Care Contractors.? The purpose of the Medicare Advantage Group?s (MAG?s) Financial Watchlist Project is to predict when a Medicare Advantage Organizations (MAO) may be at risk for leaving the program, either because the MAO no longer complies with the State?s requirements for fiscal soundness or has unprofitable or limited Medicare beneficiary enrollment. The MAG Financial Watchlist Project monitors the financial condition of the Medicare Advantage Organizations (MAOs). Ratings concerning the ability of the MAOs to meet, and of their parent organizations to assist in meeting, their obligations to their enrollees are necessary to support this project. State regulatory agencies use ratings to help determine when a MAO should be analyzed as to whether it continues to meet state requirements for fiscal soundness. Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government, as needed to perform the requirements. Provide ratings that indicate the ability of the MAOs to meet and their parent organizations to assist in meeting their obligations to their enrollees. Ratings reports must be available to CMS via the internet by September 15, 2005 and updates to the ratings must be reported to CMS immediately upon the rater becoming aware that an update is necessary. CMS is purchasing ratings so that it can monitor whether Medicare managed care organizations continue to comply with State requirements for fiscal soundness. Compliance with State requirements is a condition of holding a Medicare managed care contract.
