Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Air Resources Laboratory (ARL), Atmospheric Sciences Modeling Division, Research Triangle Park, North Carolina, is issuing a notice of intent to negotiate a sole source procurement, with one (1) year, with the Georgia Institute of Technology for the continued development of ISORROPIA, a comprehensive thermodynamic equilibrium model for multiphase, multicomponent inorganic aerosols. The requirement will focus on resolving all potential sources of numerical inaccuracies that arise from certain types of input, in addition to extending the current model to include crustal species (chemical elements from mineral dust) and carbonate salts. The continued advancement of ISORROPIA elevates the CMAQ model?s aerosol algorithms for air quality forecasting of particulate matter, the nucleus of NOAA?s Atmospheric Composition and Climate Programs. The Georgia Institute of Technology posses the necessary knowledge and skills required to contribute to the advance research of atmospheric aerosol and the complex challenges they impose on the understanding of the impact on human health in direct relation to air quality. The statutory authority is 41 U.S.C.253(c)(1), Only One Responsible Source. The applicable NAICS code is 541690. The size standard is 500 employees. Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by July 27, 2005. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Note 22 applies.
