Description

The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Services (NMFS), is issuing an intent to negotiate a sole source procurement with Pulse Software, Inc. in support of the existing Pulse software and licensing . The requirement for the additional software will be used to support the intergration of the Days at Sea program to the current Interactive Voice Response (IVR) database. The continuity of this software is imperative to continue the mandated communication between vessels and the National Marine Fisheries Service. The Pulse software is 100% compatible and will work with the existing IVR system. The statutory authority is 41 U.S.C.253(c)(1), Only One Responsible Source. The applicable NAICS code is 541512. The size standard is not to exceed $21,000.000.00. Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by July 25, 2005. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Note 22 applies.
