- Description
- This effort is a recompetition of the existing Business and Staff Support (BASS) contract; new effort is entitled “Business Resources and Support Services (BRASS)”. The scope of his effort is to acquire business support, including all administrative support areas as referenced below, and program management activities within the Air Force Research Laboratory (AFRL), Directed Energy (DE) and Space Vehicle (VS) Directorates located on Kirtland AFB, NM. The Government intends to award an indefinite-delivery indefinite-quantity (IDIQ) contract and issue tasks orders (TBD - Cost Plus Fixed Fee (CPFF) or Firm Fixed Price (FFP)) for an ordering period of 5 years; anticipated maximum ordering value is $49M. Only 8(a) certified contractors should respond to this notice by submitting a statement of capability (SOC). Based on the results of the SOC evaluation, the Government reserves the right to compete this effort as a competitive 8(a) set aside. The SOC shall contain pertinent and specific information addressing the following areas: (1) Proof of 8(a) status; (2) Expertise in the areas of administrative support; financial management; program/project support; program control support, execution, and reporting; additional support functions of archival support, marketing, human resource liaison, training, acquisition certification manager, general training manager, protocol, process development and documentation, facilities/equipment support, technical library management, mail center support and public affairs support; (3) Demonstration of prior contract performance within last three years of expertise listed in (2) above. Some positions may require a security clearance of at least SECRET. SOCs (original plus 2 copies, limited to 15 pages) must be received within 15 calendar days of this announcement, substantiating each qualification described in (1) through (3) above for RFP#FA9451-05-R-0003 to Det 8 AFRL/PKDB, Attn: Cindy Salgado, 2251 Maxwell Avenue SE, Kirtland AFB NM 87117-5773. Any costs incurred as a result of this announcement shall be borne by the offeror and will not be charged to the Government for reimbursement.
