Description
The mission of the National Aeronautics and Space Administration (NASA) Office of Systems Safety and Mission Assurance (OSSMA), Resource Analysis Office (RAO), located at Goddard Space Flight Center (GSFC) in Greenbelt, MD, is to provide capability to Center management for independent cost and schedule estimating; financial, technical, and programmatic risk assessment, and mission risk success. To do so, it utilizes the historical and current cost, technical, programmatic, and acquisition data of completed and ongoing missions, adjustskeweedskewed parametrically to predict the likely outcomes of target programs. The mission of the RAO thus includes the development and maintenance of current cost models, supported by programmatic resource and technical databases, as well as on-going market surveys and current cost projections, quotes, bids, and estimates?collectively, the substance of NASA?s ?corporate knowledge.? The CEPAAD program is critical to the efficient operation of the Goddard Space Flight Center, since its product is the basis of accurate and timely resource estimation and forecasting models for the planning and acquisition of future projects and acquisitions. These include spacecraft programs; ancillary scientific instruments; scientific payloads and suites; mission systems integration and test; and other key resource elements (i.e. cost, schedule, workforce, and risk assessment). Because this program is vital to the success of ongoing and future work at the Center, it is critical that the collection and evaluation of acquisition data continue on an uninterrupted basis, and at the same high rate of capture that exists at the present time. In view of this constraint, the RAO has determined that only Northrop-Grumman Information Technology of McLean, Virginia (the incumbent of some twenty-five years? standing) possesses sufficient historical, technical, and functional knowledge of both the operational history of the CEPAAD and the vast amount of data that has been collected, analyzed, and archived from the program?s inception to be capable of quick, efficient, and continuous response to the Center?s ongoing demands. The methodologies and approaches used by its support professionals reflect a comprehensive understanding of the evolving needs and objectives of the RAO, and its functional performance has been tailored and refined accordingly. GSFC therefore intends to make a noncompetitive award to Northrop?Grumman Information Technology for this acquisition. The governing statutory provision is 10 U.S.C. 2304 (c)(1), ?Only One Responsible Source.? Other offerors interested in demonstrating their ability to meet the requirements of the CEPAAD Statement of Work are invited to submit a written statement of their capabilities, qualifications, and management and transition plans to Dr. Carol Barton by e-mail at cbarton@pop200.gsfc.nasa.gov, or by post at 8800 Greenbelt Road, Building 11, M/S 210.3, Greenbelt, MD 20771, not later than 4:30 PM EST on August 4, 2005. Submissions made by any other means will not be considered. Responses will be evaluated solely for the purpose of determining whether this procurement should proceed on a single source basis. After a thorough evaluation of all responses received by the indicated deadline, determination that a full and open competition for this effort will or will not be conducted will be made by the Government, solely at the agency?s discretion.
