Description
The National Park Service plans to solicit proposals for work relating to the preservation and protection of the historical significance of Meridian Hill Park, District of Columbia County, Washingtona National Historic Landmark, while improving safety, maintainability, and services for the physically challenged within the Park. The National Park Service requires a firm, fixed-price construction contract to furnish all labor, materials, equipment and expertise necessary to perform the operations required for the successful completion of the project. The work includes: 1. Rehabilitate the historic Lodge House to provide offices for Park Police and Park Rangers and ADA accessible toilet rooms. 2. Improve site drainage by installing new drainage system utilizing directional drilling equipment. 3. Re-establish the historic planting design by restoring trees and shrubs at the Upper Park Mall area. Replace designated asphalt and concrete sidewalks. Concrete sidewalks include a decorative exposed aggregate topping. 4. Stabilize the 16th Street High Retaining Wall with the installation of two additional tie-backs. 5. Rehabilitate lighting fixtures built into exposed aggregate concrete walls at the Lower Park Cascades and Reflecting Pool areas, and upgrade lamping of existing pole fixtures throughout the Park. 6. Decorative concrete repairs and limited replacement. This work includes the selective repair of spalls/delaminations and associated concrete deterioration at walls and architectural features, and limited replacement of decorative exposed aggregate walkways (including plazas, steps, landings and curbs). The original decorative exposed aggregate concrete and the actively deteriorating features scheduled for repair or replacement are historically significant and are collectively critical to the architectural integrity of Meridian Hill Park. Special Qualifications: Special qualifications are required for Restoration Specialists in Historic Concrete Repair/Replacement/Replication and for Restoration Specialists in Prepatinated Copper Roofing Assemblies. A. Qualifications must be submitted to allow the government to determine the competency of the Contractor to perform Historic Concrete Repair/Replacement/Replication of concrete created by early 20th century craftsman John Earley. This project may involve, but is not limited to the following specific skills: 1. Replacement of limited sections of horizontal pavement, steps, curbs and landings matching visual/physical qualities of original. 2. General restoration or repair of spalls and delaminations on vertical surfaces and decorative elements, matching visual qualities of adjacent surfaces. 3. Application of concrete repair mortar and injection grout. 4. Partial replication of decorative elements, matching visual/physical qualities of original. B. Qualifications must be submitted to allow the government to determine the competency of the Contractor to perform the work on prepatinated copper roofing assemblies. This project may involve, but is not limited to, field fabrication and installation of prepatinated standing seam copper roof, continuous built-in gutter and other matching roof accessories. The roof material, profile and details are intended to match the original historic roof at the Lodge House. The electronic Request for Proposals will be issued approximately August 3, 2005. The solicitation package will be available on the Department of Interior (DOI), National Business Center (NBC) website at http://ideasec.nbc.gov. No paper copies of this solicitation will be available. No phone requests will be accepted. Prospective Offerors must register on the NBC website to obtain a copy of this solicitation and to receive an electronic notification of any amendments. This service is provided for convenience only and does not serve as a guarantee of notification. Offerors are responsible for visiting this website periodically. No other notifications will be issued. The solicitation package will contain the price schedule, specifications, drawings and evaluation criteria for the selection of a contractor. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF. The drawings and specifications will be available in Adobe PDF format. The estimated price range is $2.0 million to $2.5 million. Time for completion: approximately 420 calendar days. It is anticipated that the notice to proceed will be issued in October 2005, with an expected completion date of approximately December 2006. A negotiated firm-fixed price contract will be awarded requiring submission of both a technical proposal and a price proposal. Submitted proposals will be evaluated on both price and technical qualifications with each being of approximate equal value. A panel will evaluate technical proposals on the following criteria: 1) Experience of firm with particular emphasis on similar historic preservation projects; 2) Experience in effective project management including managing subcontractors, and cost and schedule control; 3) Specific trade expertise related to this project including geothermal cooling systems, environmental controls in historic structures, fire suppression systems in historic structures, site work and general building rehabilitation work; 4) Qualifications of team's key management personnel; and 5) Organization of construction team. The intent is to award this project as a single, firm-fixed-price contract based on the best value to the government. This project will be a HUBZone set-aside.
