- NON-PERSONAL SERVICES to furnish all labor, equipment, materials, transportation, uniforms and personnel and any incidentals necessary to perform sports official services at Tinker Air Force Base in accordance with statement of work. The period of performance is 1 OCT 05 ? 30 Sep 06. The government is contemplating awarding a labor hour contract. This is a 100% small business set aside and only offerors from small business concerns will be accepted. Contractors shall be registered and certified by Oklahoma Secondary School Activities Association (OSSAA) or for soccer the contractor shall be registered and certified by United States Soccer Federation, FIFA or OSSAA. A copy of the certification shall be provided with the proposal. The estimated award date is no later than 20 AUG 05. Central Contractor Registration is required to receive any award. Contractors can register electronically at http://www.ccr.gov. Contractors shall have completed annual representations and certification electronically via the ORCA website at http://orca.bpn.gov. ORCA registration is required to receive any award. Electronic procedures will be used for this solicitation. NOTE: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
