- The U.S. Department of Transportation, Research and Innovation Technology Administration, Volpe National Transportation Systems Center (Volpe Center), intends to negotiate on a sole source basis under statutory authority of 41 U.S.C. 253(c) (1) Only one responsible source and no other supplies or services will satisfy agency requirements. The Volpe Center is currently supporting the Technical Support Working Group (TSWG) and its Credentialing Test and Demonstration Project. The TSWG Credentialing Test and Demonstration Project seeks to test and demonstrate whether the integration of a biometric with the Transportation Worker Identification Credential (TWIC) will, (1) enhance vehicle driver authentication without adversely affecting throughput at a U.S. port of entry, and (2) facilitate defense against nuclear, biological, chemical, or radiological attack. The proposed period of performance for this project is one year from date of award of the contract. The project calls for five (5) task areas to be completed by the contractor. The Volpe Center intends to award a contract on a sole source basis to EG&G Technical Services, INC. Albuquerque, NM (EG&G). EG&G was determined to be uniquely qualified, due to the company?s prior experience in the design and development of Personal Identification Credential System (PICS). The demonstration phase will utilize the PICS, which will be installed at various locations at a U.S. port. EG&G has developed the key technology that will be used in the demonstration project; namely, the PICS. This system and the biometric devices us ed at the front end of the system are the backbone of the demonstration. Under the proposed contract, the contractor must integrate the existing PIC devices with a smart card reader and develop a methodology for passing biometric data between the smart card credential to be used (the TWIC) and the PIC biometric device. Finally, to fulfill the contract, the contractor must perform technical assistance for the duration of the demonstration. The North American Industry Classification System (NAICS) Code for this acquisition is 541330 and the small business standard is $4.0 million. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested firms have 15 calendar days from the date of publication of this synopsis to submit in writing to the above named point of contact, clear and convinc ing documentation of their companies` capability to provide required services. Such documentation will be utilized solely for the purpose determining whether or not to conduct this procurement on a competitive basis. Responses received after 15 calendar days or without the required documentation will be considered non-responsive and shall be considered. The Government shall not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to this synopsis, is solely within the discretion of the Government. Telephone calls in place of required documentation is not acceptable.
