Description
The U.S. Department of Health and Human Services (HHS), Program Support Center (PSC), Federal Occupational Health (FOH) is seeking capability statements from organizations with the core competency to provide Work/Life Services. These services will be provided to more than 125,000 Federal employees and eligible family members located throughout the United States including the Pacific Islands, Puerto Rico and the Virgin Islands. For purposes of this inquiry work/life services will be defined as providing a broad range of services designed to assist Federal employees in managing the multiple demands and offering a flexible range of options to help Federal employees balance personal work workplace responsibilities at every stage. The services must be available both online and telephonically to include, but not limited to information and services for life events such as; Adoption, Becoming a Parent, Newborn and Child Care; College and Technical Schools, Summer Program; Financial Aid; Relocation; Career Development; Convenience Services; Retirement Planning; Elder Care and other services for adults with disabilities and illnesses. Services must also include the most up-to date technology to access the resources as well as a robust database with current and accurate information and local, national, and web-based resources. Please note that failure to specifically address all of the items below in your capability statement may affect further consideration of your capability statement. The capability statement shall be in sufficient through enough detail so that the Government can completely assess the capability of your firm. The capability statement must specifically address ALL of the following information; otherwise no further evaluation of your capability statement will be performed. 1. Demonstrate the firms capacity to serve as the work/life service provider for a contract of this size and scope in delivering services 24/7 to 26 or more different interagency agreements simultaneously nationwide as well as the District of Columbia, Puerto Rico and the U.S. Trust Territories 2. Does your organization have the ability to monitor the performance of 26 or more simultaneous agreements with an annual operating budget of more than $1,000,000 and add new business of up to 50,000 covered lives at a time? 3. Describe your past performance with contracts of this size and scope in serving as work/life services provider. 4. Describe corporate experience transitioning new contracts of this size and scope. Include sample timetables and transition plans. 5. What past or current experience does your organization have in management of contracts with federal agencies and organizations with special needs such as top security clearances? 6. Describe your organization?s capability for in-depth work/life services, including specialized child and eldercare information with researched, qualified and confirmed openings. What measures are taken to assure customers receive current and accurate local, national and web-based resources for dependent care (childcare, eldercare), legal, financial, related family and personal needs (e.g., adoption, education, parental support), and life events management services 7. What types of past or current experience does your organization have in integrating work/life services with other benefits programs such as employee assistance, wellness and fitness, in-house childcare, etc.? 8. Does your organization have the fiscal systems, financial capacity and organizational capacity to operate a program of this size and scope 9. Does your organization have the capacity and ability to maintain payroll and employee benefits, monitor accounting, accounts payable, accounts receivable and procurement procedures in accordance with federal regulations across multiple states? 10. Describe how you will track and monitor the utilization of services. Contractors must be able to report monthly, quarterly and on an ad-hoc basis. Utilizations reports must show a summary of the total account as well as broken down by individual agency. Include sample reports as examples. 11. Describe your organization?s MIS system, including capacity, capability and compliance with federal confidentiality and security systems. 12. Does your organization have the technological capability to support the development and on-going maintenance of a current, multi-user database to track and monitor the operations of this contract? 13. Does your organization have the capacity to fully integrate with an Employee Assistance Program (EAP) partner as well as provide a stand-alone services? Please provide examples. 14. Does your organization have the call center capability to receive ?warm transferred telephone calls? by working collaboratively with other call centers, as well as receive direct calls 15. Describe the education and experience requirements for your work/life specialists. What percentage of your work/life specialists delivering services to your customers have specialized education and training in the field of gerontology and child development 16. Describe the process your organization uses to register eligible users? Include any particular requirements to register eligible users for web-based services. 17. Describe your past experience, including the ability to manage start-up marketing, on-site educational seminars and outreach to numerous properties/facilities. 18. Describe the corporate experience and the ability to mobilize highly skilled and experienced speakers to conduct on-site seminars within 30 days notice in any state, as well as the District of Columbia, Puerto Rico and the U.S. Trust Territories? 19. Describe your company?s experience developing and providing regular web and telephonic seminars to customers on work/life topics. 20. Describe your company?s standards for call center average speed of answer and abandonment rates. Describe your call center?s capability to provide services to non-English speaking persons. THIS IS NOT A REQUEST FOR PROPOSAL (RFQ), INVITATION FOR BID (IFB), REQUEST FOR APPLICATION (RFA) OR AN ANNOUNVCMENT OF A SOLICATION AND DOES NOT OBLIGATE THE GOVERNMENT TO AWARD THE CONTRACT. The North American Industrial Classification System (NAICS code is 624190 with a size standard of $6M). No solicitation exists; therefore do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOps. It is the offeror?s responsibility to monitor this site for any solicitation and synopsis. Interested offerors/contractors possessing ALL of the required capabilities to meet the above requirement should submit a cover letter along with a capability statement not to exceed 10 pages demonstrating the ability to perform ALL aspects of the effort described therein. Responses must include the following: name and address of the firm, named central point of contacts along w/email address,size of business, average annual revenues for the past 3 years and number of employees; ownership; whether they are a large, small, small-disadvantaged, 8 (a), HUBZone, woman owned, historically black college or university and/or minority service institute, number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact---address and phone number. Additional documentation such as company literature and brochures are welcome. If this additional documentation supports the required capabilities it is incumbent upon the offeror to address this reference in the cover letter or other area of the capability statement and indicate specifically how it addressed the capabilities being sought.
