Description
National Institutes of Health, Bethesda, MD 20892 and Centers for Disease Control and Prevention, Atlanta, GA 30305 are soliciting proposals from small business concerns that possess the research and development (R&D) expertise to conduct innovative research that will contribute toward meeting the program objectives of the agencies. A SOLICITATION OF THE PUBLIC HEALTH SERVICE FOR SMALL BUSINESS INNOVATION RESEARCH CONTRACT PROPOSALS [PHS 2006-1], with a closing date of November 04, 2005 for receipt of proposals, soon will be available electronically through the National Institutes of Health's Small Business Funding Opportunities (NIH SBIR/STTR) home page at http://grants.nih.gov/grants/funding/sbir.htm . The SBIR Phase I Contract Solicitation will only be available via electronic means. Printed copies of the solicitation will not be distributed. Potential offerors are encouraged to check the NIH SBIR/STTR home page for updates on the program. Any updates or corrections to the solicitation will be posted there. The SBIR program, which was initiated in 1982, was reauthorized through fiscal year 2008 by the Small Business Innovation Research Program Reauthorization Act of 2000 (Public Law 106-554; December 21, 2000). The purposes of the Act are to: (a) expand and improve the SBIR program; (b) emphasize increased private sector commercialization of technology developed through federal R&D; (c) increase small business participation in federal R&D; and (d) foster and encourage participation of socially and economically disadvantaged small business concerns and women-owned small business concerns in the SBIR program. For purposes of the SBIR program, a small business concern is any business concern that, on the date of award, (1) is organized for profit, with a place of business located in the United States, which operates primarily within the United States or which makes a significant contribution to the United States economy through payment of taxes or use of American products, materials or labor; (2) is in the legal form of an individual proprietorship, partnership, limited liability company, corporation, joint venture, association, trust or cooperative, except that where the form is a joint venture there can be no more than 49 percent participation by foreign business entities in the joint venture; (3) is at least 51 percent owned and controlled by one or more individuals who are citizens of, or permanent resident aliens in, the United States; AND (4) has, including its affiliates, no more than 500 employees. CENTERS FOR DISEASE CONTROL AND PREVENTION (CDC) - NATIONAL CENTER FOR CHRONIC DISEASE PREVENTION AND HEALTH PROMOTION (NCCDPHP): Interoperable Electronic Health Record System; Software Tool for Evaluating a Patient?s Risk for Developing Chronic Diseases and Recommending Lifestyle Changes; Simplified Fingerprint Collection and Interpretation for Medical Risk Assessment. NATIONAL CENTER FOR HIV, STD AND TB PREVENTION (NCHSTP): Development of Novel Genotyping Procedures for Mycobacterium Tuberculosis; New Laboratory Tests for Tuberculosis and Detection of Drug Resistance; Development of a Novel Information System for Remote TB Control and Prevention Programs; Technology to Develop Handheld Amplification Test for Sexually Transmitted Infections; Technology to Develop an Ambient Temperature Specimen Transport System; System to Concentrate and Purify Nucleic Acids from Whole Blood; A Delivery System for Patient-Delivered Partner Treatment for Sexually Transmitted Disease Control; Technologies to Reduce Unsafe Injections and Sharps Injuries. NATIONAL IMMUNIZATION PROGRAM (NIP): Develop Methods to Enhance Administration of Vaccines, Including Live Virus Vaccines, Through the Respiratory Tract; Disposable-Cartridge Jet Injector Technology; Development of Serologic Tests to Detect Immune Responses in Bordetella pertussis Infection; Development of a Rapid, Point-of-Care Test for the Diagnosis of Current Pertussis Infection.
