Description
The Centers for Medicare and Medicaid Services (CMS) intends to award on a sole source basis, under the Simplified Acquisition Procedures (Dollar Threshold of $100,000) a firm fixed price award to Charles River Associates International, Inc., John Hancock Tower, 200 Clarendon Street, T-22, Boston, Massachusetts 02116-5092. The objective of this simplified acquisition is to make use of Charles River Associates International (CRAI?s). Inc. technical expertise in public finance and computable general equilibrium (CGE) modeling. CRAI staff has been integrally involved in the development of the CMS CGE model of medical care expenditures. In addition, a CRAI staff member is the developer of the computer software used to code and solve the CMS CGE model (MPSGE?Mathematical Programming System for General Equilibrium analysis). CRAI will provide consulting services to the CMS Office of the Actuary to provide assistance in several areas: (1) modifications to the CMS CGE medical expenditure model. (2) simulations using the CMS CGE model. (3) consistency with Social Security Administration economic projections. As part of the process to integrate the CMS CGE model with the methods of the Trustees? Report, CRAI will assist the CMS Office of the Actuary in enhancing our computational framework to provide a closer match with current SSA assumptions over a medium term. Inputs will include SSA estimates of real GDP, productivity, and interest rate assumptions, and (4) further enhancements to the CGE model. CRAI is uniquely qualified for several reasons: (1) CRAI staff was integrally involved in developing the existing CMS CGE model. This follow-on project involves upgrading the CMS CGE model to meet the requirements of the Medicare Trustees. CRAI?s knowledge of the existing CMS CGE model and expertise with the MPSGE programming language make them indispensable to the project. Even if it were possible to hire someone with CRAI programming skill and knowledge of MPSGE it would take a considerable amount of time to educate the new programmer on the theory and design of the current model. (2) The current model is written in the computer programming language GAMS/MPSGE (General Algebraic Modeling System/Mathematical Programming System for General Equilibrium). A CRAI staff member is the developer of MPSGE and is continuously involved in updating and improving the system. He has unequaled knowledge of the capabilities of MPSGE and this knowledge has been instrumental in translating the complex mathematical theory that motivates the CGE model into executable computer code. (3) CRAI has substantial academic and consulting experience. They have designed and developed models for a variety of applications including: economic models to study the effects of global climate change, models to analyze the effects trade liberalization, models to analyze the effects of changes in tax policy.
