Description
Monitoring Worker Exposures to Magnetic Fields and Contact Currents This is a modification to and existing Purchase Order. No solicititation will be issued for this requirement. Award will be made to vendor already under contract. NIOSH has been measuring worker exposures with two new personal monitors: the Multiwave System III (M3), made by Electric Research and Management, and the contact current meter (CCM), made by Enertech Consultants. In this study, NIOSH is collaborating with the National Cancer Institute (NCI) in comparing the MW3 and CCM measurements with exposure estimates from interviews with the same subjects. The vendor shall take full-shift exposure measurements with the MW3 and CCM on workers from 9 occupational categories, following NIOSH's detailed measurement protocol. The vendor will take full-shift measurements on 78 volunteers who also agree to be interviewed. NIOSH will provide 7 complete sets of instruments (M3, CCM, and EMDEX II meters), their batteries, PCMIA flash memory cards, software for data handling, vests for wearing the instruments, and battery test equipment. The vendor will provide laptop computers with PCMIA slots, an up-to-date Windows operating system, and Microsoft' s ACCESS database program (version 2000 or later), plus equipment for backing up and delivering the electronic data collected on each subject (approximately 50 MB per subject). The vendor shall also obtain the cooperation of company where the measurements can be taken. The company would allow the vendor to recruit volunteers from a range of white collar and blue collar jobs, including some that work with electricity. Summary of Measurement Tasks: The measurement protocol (available from the Project Officer) includes the following tasks to be performed by the vendor: 1. Obtain the cooperation of a company (approved by the project officer) to participate in the measurements. Schedule times for measurements at one of the company's sites. 2. Recruit volunteers for measurements from 6 occupational categories from the Standard Occupational Classification Manual (2000). 12 volunteers per occupation will be recruited. The occupations shall include both white and blue collar jobs. The target occupations will be approved by the Project Officer before full-shift measurements are taken. 4. Before each day of measurements, prepare the instruments, batteries, memory cards cables, electrodes, vests, task logs, and data sheets. Ensure the equipment is working, batteries are charged, and vests are clean. 5. With each volunteer, explain the purpose of the study, and obtain their signature on an informed consent form. Obtain their permission to be interviewed by phone about their work with electricity and electrical equipment (10 minutes duration). Obtain phone numbers and times when they could be interviewed over the next week. 6. Place the CCM electrodes on the subjects' arms and leg, and assist them in running the contact wires underneath their clothes to the contact current data collection unit. 7. Help the subject put on the vest with the MW3, CCM, and EMDEX II in its pockets. 8. Turn on the instruments and record the start times. 9. During the workday, observe the tasks performed by selected subjects, and record the times on data sheets provided by the Project Officer. 10. Before the end of the workday, retrieve the vest with the meters and the task logs. Secure the electronic data from all meters and shut them down. 11. After the workday, download the electronic data onto a laptop PC, back it up, and check for data integrity, using software provided by the Project Officer and following the quality control procedures in the protocol. 12. Enter occupations, locations, tasks, and start times into an ACCESS data base provided by the Project Officer. 13. Report progress and problems to the Project Officer each day. 14. At the end of the week, send the Project Officer a CD with all electronic data and copies of all logs and tracking data sheets. The first 30 measurements in this study will be done by Exponent Health Services of Menlo Park, CA under the direction of Dr. Michael Kelsh (650-688-1764 (phone), 650-699-1799 (fax), mkelsh@exponent.com). The NIOSH project officer will train the Exponent personnel who will be taking those 30 measurements. The same people who took the first 30 measurements must take the 78 measurements in this Statement of Work. Deliverables: For 78 workers, deliver complete data sets from full-shift monitoring (at least 5 hours) with the MW3, CCM and EMDEX II, plus copies of all data sheets, to the Project Officer. After each day of measurements, provide the names and phone numbers of the volunteers to the interviewer designated by the Project Officer. Delivery Date: Three months.
