Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), intends to negotiate on a sole source basis with the Land Trust Alliance, Washington, DC for services to develop data information and partnerships to support coastal and marine conservation networks and raise awareness of the need for coastal conservation in the state of Maine. The contractor will implement a methodology that permits local coastal conservation organizations in Maine to participate in the development of relevant data and information to support the goals of the Maine Coast Protection Initiative. The contractor will provide a summary of how data, information and other relevant products will be produced. The statutory authority for other than full and open competition is 41 USC 253(c) (1), Only One Responsible Source. Procurement by less than full and open competition is necessary because of the Land Trust Alliance?s national role, regional presence, and priorities make them uniquely qualified to provide the required services. They are the only known source with the breadth of technical expertise and networked offices, which are directly involved in conserving land for its natural, recreational, scenic, historical, and productive values. The period of performance shall be from September 1, 2005 through June 30, 2007. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by August 2, 2005. Telephone requests will not be accepted. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies. The applicable NAICS is 541990 and the size standard is $6 million.
