Description
This notice is hereby rescinded. The Government now intends to solicit through GSA's Federal Supply Schedule e-Buy under NAICS Code 541512. Schedule contractors who have their catalogs posted to GSA Advantage are eligible to submit quotations/proposals through e-Buy and are advised to check the e-Buy site each day. The United States Department of Agriculture, Natural Resources Conservation Service (NRCS), Soil Survey and Resources Assessment Division, located in Washington, DC, is seeking proposals to acquire expert advisory, consultation, and support services to develop an information Systems Plan (ISP). Contractor must have a thorough understanding of information system planning methodology and be able to successfully lead and deliver the full compliment of ISP services. Also, Contractor must be capable of guiding the NRCS through the ISP process from project conception and planning to the delivery of recommended information systems architecture and project slate. Contractor shall commence work within 10 business days after award and shall complete deliverables as proposed. The estimated price range is between $250,000 to $400,000. The Government intends to award one contract as a result of this solicitation. Award will be based on trade-offs, whereas, technical is more important than price. BidderS are cautioned concerning their responsibility to access the website for any amendments that may be used under the solicitation. Failure to acknowledge amendments may render your bid non-responsive and ineligibles for awards. A Firm Fix Priced contract will be awarded. Solicitation packages should be available approximately July 11, 2005.
