- The Contractor will assist the USAID/Zambia Program Office acquisition and assistance specialist, Regional Contracting Officer, Executive Office (EXO) small procurement specialists, Strategic Objective Teams, and the General Development Office with the preparation, procurement, and administration of all Mission acquisition and assistance (A&A) requirements. Fifty percent of the funding for this position will be provided by the President?s Emergency Plan for AIDS Relief (the Emergency Plan). Therefore, at least 50% of the individual?s time will be devoted to Emergency Plan requirements. The remaining time will be devoted to all other Mission procurement requirements. Emergency Plan funding in FY 2005 is expected to reach nearly $63 million for Zambia. These requirements may include A&A procurements in support of the MCC, as noted above. The incumbent takes the lead in directing the development, implementation, and close-out phases of USAID-financed contracts, grants and cooperative agreements, and in supporting, the Mission strategic objective teams with developing/revising strategies, concept papers, and results packages. The Contractor serves as a critical core member of the team and provides technical expertise for procurement and related aspects of the administration of multi-year, multi-million-dollar contracts and assistance instruments in accordance with relevant FAR, AIDAR, AAPD, ADS and Mission Order requirements.
