Description
USAID/Colombia, Office of Democracy and Governance, anticipates award of a five year contract, with an estimated ceiling amount not to exceed US$25 million, to provide technical Assistance, training, logistics, sub-grant administration, and procurement agent support for justice sector reform and modernization of selected Colombian GOC (Judiciary and Government) and civil society organizations to achieve objectives of a new Justice Reform and Modernization program (JRMP) for the period 2006-2010. This new effort will include results areas to broaden, deepen and build on justice sector reform achievements to date, while responding to new challenges and opportunities to strengthen the GOC justice system. The Judicial Reform Implemented and Access to Justice Broadened program (hereinafter referred to as the Judicial Reform and Modernization Program (JRMP) will support Colombian judiciary initiatives to be more independent, effective and transparent. The program will also broaden access to justice through an array of initiatives offering free and timely access to legal services for millions of economically or socially disenfranchised, violence impacted and/or geographically marginalized Colombians. While the program?s decided focus is on strengthening the GOC?s capacity to implement the new criminal accusatory system reform, improve court administration in accusatory system jurisdictions and enhance access to justice (especially for the poor and disenfranchised); the program will also assist the GOC to respond to juridical requirements of peace processes through the following cross-cutting (justice sector, human rights and peace initiatives areas) IR. The U.S. Department of Justice in Colombia, primarily through the International Criminal Investigative Training Assistance program (ICITAP) and the Office of Overseas Prosecutorial Development, Assistance and Training (OPDAT) will be the lead USG organization providing technical, training and logistics support assistance to GOC Colombian law enforcement organizations (e.g. police, investigative and criminal intelligence agencies, Attorney General and national prosecutor offices, crime scene and forensics organizations). The RFP will be posted on the FEDBIZOPPS web page (i.e., www.fbo.gov) not less than 30 days after this notice is issued. In accordance with FAR 5.102(d) availability of the solicitation is limited to this electronic medium only. Requests for other copies of the RFP will be disregarded without notice to the requestor.
