- Description
- The National Science Foundation (NSF) plans to procure on a sole source basis for the Scopus database from Elsevier, Inc. on a subscription basis for a period of three years. In support of our efforts to recruit prospective review panel members the NSF has a requirement for an abstract and indexing database. The Scopus database, which is copyrighted to Elsevier, is the only known source for a broad range science database that has extensive inclusion of conference proceedings which is considered essential to our requirement. This procurement is for a commercial service and will be conducted as a simplified acquisition. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An Ombudsman has been appointed to help resolve any offeror?s non-routine matters or concerns that may not have been sufficiently addressed by the Contracting Officer.
