Description
Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request For Quote (RFQ) Number is NAMA-05-Q-0031. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03 effective April 11, 2005. The Government reserves the right to make an award on the initial quote without discussions for this procurement. Award will be based on a best value determination, price and other factors considered. Other factors for award include past performance. Factors are equal to in importance to price. The Offeror must submit, in writing, as part of its technical quotation, the relevant past performance information (limited to 3 contracts) and the responsible Offerors ability to meet the salient functional and technical requirements as listed below for the Motion Picture Analyzer. The North American Industry Classification System (NAICS) code is 333315. All responsible sources may submit a quote that will be considered by the NARA. CLIN 0001 1 each Model 2004P Colormaster digital color analyzer for 16mm and 35mm motion picture film OR EQUAL with a full factory warranty for a period of at least 6 months. The 6 month warranty period must not begin until after the final acceptance of the equipment by the NARA. CLIN 0002 Standard spares kit for 2004P analyzer OR EQUAL. CLIN 0003 RGB ? SDI video encoder with higher grade monitor factory fitted OR EQUAL. CLIN 0004 Freight. CLIN 0005 On-site installation including travel. BRAND NAME OR EQUAL PURCHASE DESCRIPTION. MODEL 2004P COLORMASTER DIGITAL COLOR ANALYZER FOR 16MM AND 35MM MOTION PICTURE FILM. This solicitation requires the manufacture, delivery, and installation of a combination 16mm and 35mm motion picture film video analyzer. The analyzer will be used in the manner standard within the motion picture industry for the electronic simulation of photographic processes such that judgments can be made regarding necessary exposure, filtration, etc., to obtain a final photographic product without going through the intermediate processes of test photographic exposures and photographic processing. This specialized equipment will be used in the NARA Motion Picture Laboratory for analyzing valuable, often unique and irreplaceable, motion picture film encompassing all of the film elements or phases involved in normal motion picture production processes. The equipment must handle motion picture film in various states of deterioration with great finesse and with sufficient attention to design detail to ensure an absolute minimum possibility of scratching, tearing, stressing, etc., motion picture film. Major NARA goals in the use of this equipment are the analysis of motion picture film for various institutional purposes with a maximum of care and finesse in handling of the materials during the analysis process. SALIENT CHARACTERISTICS ARE AS FOLLOWS: Analyzes 35mm, 16mm, and 16mm A/B motion picture roll film, color or black/white emulsion. Operates in manual, auto-drive, or synchronous drive modes to permit manual advance of film through the analysis gate, motor driven advance for scene by scene viewing, and synchronous drive for properly synchronized video output. Uses change couple devices (CCDs) as light sensors, rather than photo multipliers, in conjunction with color correction look up tables for enhanced long-term stability, accuracy, and versatility. Interfaces directly with the BHP Inc. PCS II motion picture printer lamp houses used on NARA?s motion picture lab printers. Uses a professional grade standard production video monitor, rather than a custom designed monitor with customized phosphors, thereby being more stable, repairable, upgradeable, and reliable. Analyzes modern film emulsions and is easily updateable for new emulsions as they appear on the market. Uses a modern, general-purpose computer for color correction calculation, storage, and manipulation. Configured in a horizontal format permitting the analyzer operator to be seated at a desk-like console during operations. Delivery is required within 12 weeks from the date of the purchase order. Delivery will be to the National Archives and Records Administration, 3301 Metzerott Road, College Park, MD 20740-6001. Installation is required within 16 weeks from the date of the purchase order. Offerors must submit a brief description of relevant past performance and experience. Offerors must accept direct deposit for payment via electronic funds transfer. The following clauses and provisions are incorporated and are to remain in full force in any resultant fixed price purchase order: FAR Clause 52.212-1, Instructions to Offerors Commercial Items (Jan 2005): each Offeror shall include a completed copy of the provision at FAR clause 52.212-3, Offeror Representation and Certifications Commercial Items (Mar 2005) with the quotation.
