Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will NOT be issued. Solicitation number TIRMS-05-Q-00065 is being issued as a Request for Quotation. The IRS will be entering into a Commercial Item (CI) procurement and will be processed under the FAR 13.5, test Program for Certain Commercial Items, simplified acquisition procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-04. This requirement is set-aside for small businesses for which the North American Industry Classification System (NAICS) Code is 333298 and the Small Business Size Standard is 500 employees. The Internal Revenue Service National Distribution Center in Bloomington, IL has a requirement for two check weigher scales that must be able to weigh shipping containers ranging from envelopes to large boxes, scan bar codes, and accept and/or reject containers if contents are not consistent with correct items picked. Examples of shipping containers currently used include boxes, shrink wrap, envelopes, jiffy packs and tubes. Overall weight range of shipped items is from 0.04 lbs. to 40.0 lbs. An overall dimension of 27? x 15? minimum scale dimension is required to handle all products being shipped. Scale must be compatible with the IRS?s Inventory and Distribution System software and be able to provide real time data through the network. The vendor providing the scales must work closely with the software vendor in order to configure all containers and input the information into the software system for the scales. Currently, for receiving, the system is integrated with ?cubiscan? to measure dimension and weight. The system is also integrated with UPS scale and GSE scale systems for shipping as well as high speed scanners. The vendor must also be able to provide on-site training and maintenance. CLIN 0001 ? provide 2 check weigher scale systems as specified in the description above. CLIN 0002 ? Installation/Training/Labor Price per hour and estimated total hours. Delivery is to be made FOB Destination to Internal Revenue Service, CADC, 2402 E. Empire, Bloomington, IL 61799, Attn: Nancy Black. The Government will award a purchase order resulting from the RFQ to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate quotations: 1) the item meets the specifications, and 2) price. Only quotes meeting the requirements as specified in the description/statement of work will be considered by the Government. The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offers. The following clauses apply to this acquisition: 52.204-7, Central Contractor Registration (Oct 2003); 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; 52.219-6, Notice of Total Small Business Set-Aside; 52-232-33, Payment by Electronic Funds Transfer --Central Contractor Registration; and 52.212-3 Offeror Representations and Certifications, Commercial Items. Offerors not in possession of the above referenced clauses and provisions in full text may obtain a copy via the INTERNET at http//www.acq.gov/far/. All responsible sources who can provide the above requirements shall submit written quotations by 5:00 p.m. CST, Tuesday, August 2, 2005. All quotes shall include price(s), FOB point, POC (name, telephone number, and e-mail address), and the completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items. All quotations and questions must be submitted in writing and received by e-mail at Kristina.L.Greene@irs.gov or by facsimile at (972)308-1928. The last day for questions to be submitted will be Tuesday, July 26, 2005. No telephonic questions will be allowed.
