Description

The Directorate of Contracting, Fort Bliss Texas, intends to award a sole source contract(s) IAW FAR 6.302-1 to SNC Technologies Corp D/B/A/ Simunition and/or its authorized distributors for M16A2 rifle conversion kits, M249 conversion kits, M9 pisto l conversion kits, Beretta conversion kits, M4/M16 magazine conversion kits, marking cartridges, 5.56 MM linked marking cartridges, bolt carrier assemblies, ejector pins and plates, firing pin springs and extractor pins and protective masks and protective throat collars (specifically made for safety measures when using this equipment) for Army Units at Fort Bliss Texas for real-world training scenarios. SNC Technologies is the only known manufacturer and source for this equipment. No request for Proposal is available for competitive bidding; however interested parties may submit a Statement of Capability for satisfying this requirement within the timelines established within this announcement to the contact person listed above. This synopsis neither const itutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought Synopsis should not be construed as a commitment by the Government for any purpose. All responsible sources shall respond by submitting a written narrative Statement of Capability including detailed technical information, safety and testing certifications and other technical informational literature demonstrating the ability to meet the above requirements. The responses must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. No telephone requests will be honored. Based upon responses to this notice, a determination by the Government not to compete this propose d requirement is solely with the discretion of the Government. If an award is determined, it will be made on the aggregate of the requirements.
