- This is a combined synopsis-solicitation for commercial items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. Solicitation number FA8604-05-R-3110 is being issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04. The proposed contract is a 100% set-aside for small business concerns. Offerors quoting Sun Microsystems products shall be Sun Microsystems Authorized Government Providers. All items shall be new; refurbished or reconditioned items will not be accepted. The inserts for FAR 52.212-2(a) are: (1) The significant evaluation factors, in descending order of importance, are technical capability of the item offered to meet the Government?s requirement, price, and past performance; (2) Technical and past performance, when combined, are more important than price. Note: Offerors are required to complete FAR 52.212-3 as part of the Central Contractor Registration (CCR) process. Therefore, they do not need to submit it with their offers. This will be a best value award. The Government will determine the proposal that provides the most advantageous offer to satisfy this requirement, based on an integrated assessment of each quotation. The Government reserves the rights to (1) award to other than the lowest offeror; (2) award without discussion; and (3) not to make an award.
