- DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number DE-RQ26-05NT500520 is issued as a Request for Quote (RFQ). This requirement is being issued as a Request for Quotation using Simplified Acquisition Procedures. SPECIAL HANDLING AND SHIPPING REQUIREMENTS FOR THE ABOVE LISTED ITEMS. NOTE: The items being requested herein are required for the execution of the National Vulnerability Reduction Protective Measures Program. This program, being performed by the U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL), on behalf of the U.S. Department of Homeland Security (DHS), Protective Security Division (PSD), has been authorized under a Work for Others agreement in place between NETL and PSD. Under this program, the items specified herein will be purchased by the government and delivered by the vendor to the Local Law Enforcement (LLE) agent identified in the Purchase Order. All items procured shall be held by the vendor for an amount of time sufficient to address the needs of the government property management system as described below. SERIAL NUMBERS AND DHS PROPERTY MANAGEMENT BARCODE LABELS 1) Upon receipt of this Purchases Order (PO), the vendor shall take the ordered items out of stock or upon receipt of the items. The vendor shall then record the serial number information of each line item on the PO and report this information by email or fax to the representatives listed below: Lachelle Goss, LGossBZPP@netl.doe.gov ??? Phone 202-358-1411; Fax 202-358-1465 2) DHS requires that property management barcode labels be affixed to each unit. DHS will contact the vendor to coordinate the shipment of barcode labels, via FedEx, directly to the vendor. DHS will provide guidance to the vendor regarding what equipment to label and where to place labels on the equipment. The vendor will apply the barcode labels as instructed, record the serial number and barcode label number for each unit of each item on the PO, and include this information with the packing slip. SHIPPING INSTRUCTIONS *Units purchased must be priced as FOB Destination. Units purchased must be shipped to the LLE agent listed on the PO. 1. The vendor shall contact the LLE agent and ship the items. 2. Following shipment, the vendor shall email or fax copies of the shipping documents to Lachelle Goss or Mary Naeger. These documents should contain, at minimum: vendor???s name, address, telephone and fax number; salesperson name and contact information; item number; description, quantity ordered, serial numbers, and barcode label numbers for each unit of each item; NETL Purchase Order number; number and contents of each package shipped, and name and address of LLE receiving shipment(s). NOTICE: The items specified above must be provided from the manufacturer Motorola Inc no rpt no substitutes allowed. The items specified are required by the end user to be completely compatible with existing Motorola radios and radio systems. Technicallyu equivalent radios manufactured by other companies are not acceptable as they cannot be accommodated on the same radio trunking systems already in place at the end users facilities. Therefore, only Motorola or authorized Motorola resellers may provide quotation and prices for the above listed items. Award will be made to the low priced, technically acceptable offeror.
