- Request for Proposal (RFP) SP0600-05-R-0006-0002, Guantanamo Bay, Cuba is hereby issued to solicit the following new requirement under Clause B1.01 SUPPLIES TO BE FURNISHED (DOMESTIC PC&S) (DESC MAR 1999): 749-26 GASOLINE, MID UNL (MUM)(26), NSN: 9130-01-272-0983, EST. QTY.: 4,410,000 USG BARGE (BRG), W/6 INCH HOSE WITH 150 POUND STANDARD FLANGE HOSE CONNECTION. MUST BE ABLE TO MAINTAIN A MINIMUM PUMPING PRESSURE OF 60 PSI. INTO 1/588,000 GALLON TANK (TANK #127) MINIMUM DELIVERY: 210,000 GALLONS, MAXIMUM DELIVERY: 420,000 GALLONS NOTE: FIRST DELIVERY REQUIRED NO LATER THEN AUG 12, 2005. EST QTY IS FOR AUG 2005 THRU MAR 31, 2009 (3 1/2 YEARS) Your facsimile offer is requested for the above item in accordance with clause L2.11-2, FACSIMILE OFFERS. DESC's facsimile number is (703) 767-8506. The closing date and time for receipt of offers is July 21, 2005, 3:00 P.M. local time Ft. Belvoir, VA. Your offer shall include the statement that the Offeror agrees to the terms and conditions of RFP SP0600-05-R-0006-0002, as amended. Further, the terms and conditions of master solicitation SP0600-05-R-0006, as amended, are hereby incorporated into this solicitation except as indicated herein. Under Clause B19.19, ECONOMIC PRICE ADJUSTMENT, the base reference date is Monday, June 27, 2005 for prices averaging all 5 midpoints of the high/low postings in Platts Oilgram Price Report - Unl Midgrade 89 Waterborne, ending the previous Friday, from June 20, 2005 through June 24, 2005. The price for Gasoline, Mid Unleaded (MUM) on the base reference date is: $1.6161. If there are no prices for a day in a given week then the prices for the remaining days shall be averaged with equal weight. The ordering and delivery periods stated in Clause F4, DELIVERY AND ORDERING PERIODS, for items awarded under this supplemental solicitation are as follows: "Ordering period begins: date of award and ends March 31, 2009. The delivery period begins: 72 hours after award and ends 30 days after the end of the ordering period." Due to the urgency of the requirement, the Government may award a contract on the basis of initial offers received, without discussions. The Government intends to award a contract to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors specified elsewhere in the solicitation, considered. Accordingly, each offer should be submitted on the most favorable terms, from a price and technical standpoint that can be offered. If an Offeror Submission Package (OSP) was submitted under the master solicitation, SP0600-05-R-0006, then an OSP is not required for this solicitation. However, your offer shall state that “the contractor’s certifications submitted under RFP SP0600-05-R-0006 remain valid”.
