AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 8611-506092b and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 01-27. The associated North American Industrial Classification System (NAICS) code for this procurement is 333315 with a small business size standard of 500 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit a quote. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on Tuesday, July 26, 2005 at 14:30:00 Eastern Time or as otherwise displayed at www.FedBid.com. Please install at SA-29, 4140.**17,000 per month/102,000 copies for 1st month.**, 1, EA; LI 004, One-year service guarantee as set out in the terms below., 1, EA; For this solicitation, Department of State intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in a an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their offer using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make an offer on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. The selected Offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award could be made to them. One-year, 100% unconditional service guarantee, including cost of maintenance agreement. Four hour response time on all network systems related calls or one free month of service. Next day delivery and installation for all parts ordered or one free month of service. One day turnaround for relocating copiers from building to building. Service guarantee includes all IT and network support related service calls such as printing, scanning, and integration of digital devices on copiers; and trouble shooting any network related issues with copiers. Two dedicated copier technicians per 100 digital devices, one stationed at Main State at 2201 C Street NW in Washington DC, and the other to service copiers at other annexes. U.S. Departtment of State clearance, Secret, for all technicians. One dedicated color copier technician for Savin/Ricoh copiers. New equipment provided within five (5) business days. 1. Is the bid requesting that a 6 month maintenance including supplies, parts, toner, drum and developer, be part of the purchase price? Yes. There is a 6 month FREE maintenance including supplies, parts, etc. in the purchase price. 2. The Bid Term(s) refer to "network systems" "network related issues" and "IT and network support" etc., however this bid does not ask for networked systems. How can a offeror respond to these terms for this procurement. Please explain. No, the three copiers does not ask for network copiers but when they decide to network we would like for the awarded to be able to offer such a task as able to ?network systems?, handling network related issues, etc. 3. Please explain exactly what is meant by "One-Year, 100% unconditional service guarantee, including cost of maintenance agreement". As a strong justification, the incumbant already has an existing maintenance contract with State they offer 100% unconditional servicing guaranteed. 4. What is the trade in make/model/serial # for item number 003? There aren?t any trade ins for number 003.
