Description

The Defense Commissary Agency (DeCA), headquartered at Fort Lee, Virginia, is a Department of Defense military resale operation with approximately $5 billion in annual sales. DeCA has deployed a Data Management Office / Enterprise Data Warehouse (DMO/EDW) to support its worldwide operations for nearly 275 stores. The current DMO/EDW stores transaction history from the Point of Sale (POS) and DeCA’s primary business systems. The DMO/EDW provides DeCA managers, from the store to the headquarters level, an operational decision support capability that was developed using state-of-the-art technology incorporating commercially available hardware and software. As an integral part of DeCA’s enterprise architecture, the DMO/EDW continues to evolve as more user requirements and candidate applications are identified. In order to expand the DMO/EDW, DeCA has a requirement for expert and specialized system engineering technical support in implementing technical architecture requirements, tools, and customer interfaces. The contractor selected for this effort shall provide the following system engineering and technical consulting services to DeCA’s Program Office: · Data Modeling, Metadata Management and Requirements Validation · Design and Development of Business Intelligence Solutions and Reports · Supporting the DMO/EDW Program Office with expert technical services · Providing “on call” EDW Production Support during off-duty hours · Providing studies and system assessments focused upon business case analyses · Ensuring compliance with Department of Defense Directive 8320.2 Award of a single Indefinite Delivery / Indefinite Quantity contract, under FAR Part 15, will be made to the contractor who provides the best value in accordance with the Performance Work Statement and Request for Proposal. The anticipated Period of Performance will include a Phase-In period (60 days), Base Period (1 yr), and Option Year (4x1) Periods. This pre-solicitation notice is posted to announce the Defense Commissary Agency’s DMO/EDW requirement. A formal RFP and PWS will be forthcoming and provided to those contractors who express an interest via email to the address below. Your interest on supporting DeCA is appreciated.
