Description
NAICS Code: 334515 The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), intends to negotiate, on a sole source basis, under the authority of FAR 6.302-1, with TSI Incorporated, to purchase a Laser Doppler Velocimetry system for use in the USEPA's Meteorological Wind Tunnel. The instrument will be used to measure the three components of velocity in a turbulent boundary layer. The current NAICS code is 334515 for this requirement. Based on EPA's knowledge of the Laser Doppler Velocimeter, there are features covered in the specifications that may have unique capabilities to particular vendors. These features include: New Laser Doppler Velocimetry System: a) Laser: 5Watt, water-cooled Argon-ion with remote control, 250 cm rail base and mounts. b) Multicolor Beam Generator: with four fiberoptic couplers that would fit TSI transceiver probes TR220 and 9253. c) Transceiver: 25 cm diameter, two-component, fiberoptic transceiver for 514.5 and 488nm, 20 mm clear aperture, 110 mm focal length lens, 15 m fiberoptic cable. d) Additional lens for Transceiver: 144 mm focal length. e) Multibit Digital Burst Correlator: Firewire interface, 100 MHz maximum doppler frequency, 400 MHz sampling rate, two channels, data acquisition software. f) Photo Detector Module: Two channels, 514.5 and 488 nm. g) Mounting accessories: 75 cm long, 90 X 90 mm rail with caps and feet; mount and rotation plate for the rail. Modifications to current TSI LDV system: a) Upgrade of current IFA755 (TSI) digital burst correlator to the specifications of the Multibit Digital Burst Correlator (see item e, above). b) Modify current model 9201 ColorBurst multicolor beam separator to function as a Multicolor Beam Generator (see item b, above). c) Photo Detector Module: One channel, 514.5 nm. However, any firm believing itself capable of meeting the EPA's requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
