Description
MARKET RESEARCH/REQUEST FOR INFORMATION. NO SOLICITATION DOCUMENT EXISTS. The United States Marine Corps, Marine Corps Systems Command, seeks a vendor to develop the hand-emplaced sensor system for the Small Unit Remote Scouting System (SURSS) ground component. The objective of this RFI is to solicit interest from industry firms capable and interested in participating in this effort. SURSS is a family of low cost (reusable but affordably attritable) sensor systems employed at the organizational level and utilized at the small unit level. SURSS is comprised of a ground control station, a remote data terminal, a data link, an aerial sensor, a hand-emplaced sensor, a weapon-emplaced sensor, and associated support equipment. It shall provide situational awareness (SA) within the employing unit?s area of operations. SURSS shall provide SA directly to the supported unit. Each component of SURSS shall be backpackable and will require no additional manpower to operate it. The SURSS hand-emplaced sensor can be comprised of one (1) or a family of sensors that fulfill the following capability requirements. The SURSS hand-emplaced sensor shall be as light as possible. The sensors shall be backpackable. The hand-emplaced sensor shall provide the capability of sensor emplacement during reconnaissance and surveillance, and Military Operations in Urban Terrain (MOUT) missions. The sensor can include a self-righting capability to ensure the optical and/or acoustic devices are not obscured during employment. The sensor shall provide the operator with up to a 360-degree field of view once emplaced. The operator can have the capability to pan-tilt-zoom the optical device throughout the field of view. The system can provide the capability to maneuver the sensor once emplaced. The sensor shall provide near-real-time video to the operator over an RF data link within the allotted military electromagnetic spectrum. The sensor can provide a sleep mod! e that will activate the optical devices when triggered by an onboard or separate sensing device. The sensor can provide audio to the operator over an RF data link within the allotted military electromagnetic spectrum. The hand-emplaced sensor will be capable of integration into additional ground control stations for command & control and sensor data display. The system shall allow the operator to monitor and control multiple sensors at the same time. It is preferably that the sensor uses existing military batteries for its power source. Industry firms capable of providing the required ground sensor system, in whole, are invited to submit a response to this notice. Responses should be limited to no more than 20 pages. Firms should identify/submit a copy of their GSA schedule (if applicable) and should also include literature, brochures, and capabilities summaries directly addressing their ability to meet the aforementioned needs. MCSC will not pay or provide reimbursem! ent for any costs incurred in the preparation or delivery of the requested information. Interested firms are requested to respond NLT 22 August 2005, stating their business size, NAICS Code, and identifying a corporate point of contact. Interested sources should respond to: (U. S. Mail address) Commander, Marine Corps Systems Command, ATTN IWS-Jeff Campbell (Hand Sensor RFI), 2200 Lester Street, Quantico, VA 22134-5010. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY ITEMS/SERVICES, NOR FOR THE GOVERNMENT TO PAY FOR THE INFORMATION RECEIVED.
