- The Fleet Industrial Supply Center Norfolk Contracting Department, Philadelphia Office intends to issue an RFP for the acquisition of subscriptions and subscription support for the Nimitz Library at the US Naval Academy, 80 McNair Road, Annapolis, MD, 21402. The library acquires approximately 2000 subscriptions (periodicals, journals, serials, newspapers, standing orders, continuations, annuals, and proceedings) in support of the Naval Academy?s academic programs. Services shall include placing new and renewal orders for subscriptions to serial publications in all media and pre-paying publishers, providing administrative assistance in claiming and other routine areas of communication with publishers regarding serial publications. The offerors must furnish all qualified personnel, facilities, equipment, and supplies for the placement of new and renewal subscriptions to single or multiple addresses for domestic and foreign serials and periodicals published in paper and other formats, and for related services. The government intends to award on a full and open competition basis to the eligible responsible offeror whose offer represents the best value, considering price and past performance, with past performance more important than price. The resultant contract shall consist of a base period starting from 01 October 2005 through 30 September 2006 with four, twelve-month option periods. The NAICS code 511120, and the Small Business Standard is 500. The RFP shall require the submission of a technical proposal as well as a price proposal. The resultant contract will include cost reimbursement provisions for the cost of the subscriptions and firm-fixed price provisions to cover associated management costs. The RFP will be made available electronically, upon its release, at the Navy Electronic Commerce Online (NECO) Web site, www.neco.navy.mil. All contractors must be registered (https://www.ccr.dlis.dla.mil) in the Central Contractor Registration (CCR). It is intended for the resultant RFP to be made available on or about 22 July 2005.
