- The solicitation will be available at http://fedbizopps.gov on or about July 31, 2005. Paper copies of this solicitation will not be issued and telephone or fax requests for this solicitation will not be accepted. The National Park Service (NPS), Department of the Interior (DOI), is soliciting bids from construction firms having the capability to perform the work described below. The National Park Service requires a firm, fixed-price construction contract to furnish all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion of this project to reroof 15 park residences Big Bend National Park. The work of this contract is to remove existing fiberglass/asphalt shingles and felt, and replace with new fiberglass/asphalt shingles, felt and appurtenances. The work will occur in Panther Junction, Big Bend National Park, Brewster County, Texas. Ten houses are in the base bid; five houses are in the first additive bid item; and additional asphalt roofing cement treatment is included in the second additive bid item. Big Bend National Park is approximately 70 miles south of Marathon, Texas. Bid Additives are awarded based on available funding. This project is a lump sum contract and subject to the Davis-Bacon Act. A site visit will be scheduled for all interested parties with the time and date to be announced in the solicitation, Section L. The magnitude for this project is between $250,000 and $500,000. This project is subject to the Competitiveness Demonstration Program and is open to large and small businesses alike. The NAICS Code for this project is 238160 and the small business size standard is $12 million. This procurement is an Invitation for Bid (IFB) and is subject to the provisions of Federal Acquisition Regulations (FAR) Part 14, Sealed Bidding.
