- DIRECT PROCUREMENT METHOD (DPM) OF PERSONAL PROPERTY SHIPMENTS. Requirement consists of packing, containerization, and local drayage of personal property shipments, Seymour Johnson Air Force Base, North Carolina to include but not limited to preparing personal property of military members and civilian employees for inbound, outbound, intra-city area movement, or drayage and related services. The contract will include a base year period (01 Jan 06 - 31 Dec 06) and two pre-priced option periods. This action is being considered for 100 percent set-aside for HUBZone small business or service disabled veteran owned small business (SDVOSB) concerns. Interested concerns should indicate interest to the Contracting Officer, in writing, as early as possible but not later than 3 workdays of this notice. As a minimum the following information is required: (a) a copy of the certificate issued by SBA of your qualifications as a HUBZone or SDVOSB concern; (b) a positive statement of your intention to bid on this contract as a prime contractor; (c) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contacts and telephone numbers. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone or SDVOSB concerns. Failure to submit all information requested will result in a contractor not being considered as an interested HUBZone or SDVOSB concern. A decision on whether this requirement will be pursued as a HUBZone or SDVO small business set-aside or as a small business set aside will be posted on FedBizOps within 2 calendar days after the above 3 work days have expired. The applicable North America Industry Codes System (NAICS) for this acquisition is 488991 with a three-year average annual small business size standard of $21.5 million. The successful contractor will be selected using performance/price tradeoff procedures, resulting in the Best Value to the Government. Recent, relevant, past and present performance is defined as performance of the same or similar type of work within the last three years. It is anticipated that the solicitation will be issued electronically o/a 03 Aug 05 on the Government?s Electronic Posting System (EPS) at www.fedbizopps.gov. Paper copies are not available. You must register on that site in order to receive notification of changes to the solicitation.
