Description
The National Geospatial-Intelligence Agency (NGA) intends to issue Solicitation HM1576-05-R-0001 on or about 28 July 2005 for Armed Security Guard Services (ASGS). The Contractor shall furnish all contract oversight management, supervisory, appropriately cleared and technically trained personnel, resources, uniforms, equipment, transportation, and materials (except those specifically provided by the Government) necessary to provide routine and emergency armed security guard services for the NGA Washington Navy Yard facility, the parking area located at NGA WNY, and surrounding NGA WNY satellite parking areas. This includes armed security patrols, entrance control, parking lot control, and security and fire safety surveillance. The Contractor shall provide competent, vigilant, and qualified armed security personnel, at all times, to perform the services as prescribed in and required by the contract for the safety, security, and protection of NGA personnel and classified information. The Contractor shall support the NGA mission. All contractor personnel shall have a Top Secret Clearance/Sensitive Compartmented Information (SCI) Access. The Contractor shall communicate with other NGA program offices and other government agencies, as well as other contractors as required. The NGA WNY facility operates 24 hours per day, 7 days per week. The North American Industry Classification System (NAICS) code for this solicitation is 561612, Security Guards and Patrol Services. The small business size standard is $10.5 million. The acquisition is contingent upon the availability of funds in accordance with FAR 52.232-18. Although full funding is not currently available for this project, this notice is issued in good faith and funding for the basic year is anticipated. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability. This acquisition will be conducted using Full and Open competition procedures. This acquisition will be solicited as a Request for Proposal (RFP), Source Selection to be conducted in accordance with FAR Part 15. A Cost Plus Award Fee (CPAF) type contract will result from this solicitation. The anticipated performance period will be a one-year (1) base with five (5) one-year options. Estimated Request for Proposal Issue Date: 28 July 2005. Estimated Proposal Closing Date: 29 August 2005. The directions for proposal submission will be included in Section L, Instructions, Conditions and Notices to offerors, of the solicitation.
