Description
NASA/GSFC has a requirement for 1. One (1) each of a Portable Vacuum Calibration System. The system shall be capable of directly calibrating all ambient air pressure transducer flight hardware currently in use in the NASA Balloon Program's Command and Data Module (CDM). The transducers are MKS model 722 Baratron Absolute Capacitance Manometers with ranges of 10, 100 and 1000 Torr. The calibration system shall directly interface and support these transducers and provide NIST traceable calibration over their pressure ranges. Vacuum reading accuracy shall be +/- 0.1% of reading, or better. The system shall be self-contained with the exception of AC power and Nitrogen gas supply. NASA/GSFC intends to purchase the items from MKS Instruments of Wilmington MA. Market research was conducted to find a vacuum system designed to calibrate pressure transducers at the required pressure ranges. This includes a very specific type of vacuum chamber designed for stable operation at lower than normal vacuum pressures. The system must also include a calibrated pressure standard which reads the pressure at the required accuracy. The system must be compatible with existing NASA flight hardware (MKS Model 722 manometers). None of the products researched met these criteria except the products available from MKS Instruments. It was therefore determined a result of the market research that the products needed are only available from one source. THE AUTHORITY FOR OTHER THAN FULL AND OPEN COMPETITION IS FOUND IN 10 U.S.C. 2304(C)(2). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 27, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
