Description
NASA/MSFC has a requirement for Integrated Modeling and Simulation (IM&S) in which the contractor will perform activities to define, coordinate, administer, and integrate the IM&S efforts, with a special focus on modeling and simulation technology that directly supports the preliminary and detailed engineering design phases. Particular emphasis will also be placed on developing a comprehensive strategy, and an associated implementation plan, for evolving the existing modeling and simulation capability into an integral Exploration Systems Mission Directorate (ESMD) hardware/software-in-the-loop (H/SWIL) test and evaluation capability. The contractor will be required to complete four tasks in this requirement. Task One: The contractor will assist in the development of a comprehensive, and fully integrated, suite of modeling and simulation capabilities with which to conduct preliminary and detailed Space Transportation vehicle and system design and development analysis. Task Two: The contractor will interface with and work within existing efforts, led by ESMD IM&S representatives, to ensure a common, standardized, and rational approach is being used for all M&S capabilities development. Specifically, the contractor shall ensure the ESMD's integrated design/analysis data modeling, and integrated modeling and simulation capabilities development approach coherently includes: a) modeling and simulation efforts conducted in the conceptual design phase; and, b) test and evaluation procedures required for requirements validation and integration testing. Task Three: The contractor will, in conjunction with the ESMD IM&S team partners, contribute to, and coordinate development of, a definitive strategy and associated implementation plan that: a) uses hardware-in-the-loop (HWIL) and software-in-the-loop (SWIL) testing as a logical extension of the early systems lifecycle phase modeling and simulation efforts; and b) ensures the HWIL and SWIL capabilities are intelligently integrated into the overall modeling and simulation effort. Task Four: The contractor will adhere to the ESMD Verification, Validation and Accreditation (VV&A) policy and associated procedures as they pertain to the developed M&S capabilities. After the VV&A approach has been sufficiently definitized, the contractor will initiate and complete the requisite VV&A activity for the preliminary and detailed design capabilities that comprise the integrated Space Transportation vehicle and system modeling and simulation construct. NASA/MSFC intends to purchase the services from Miltec Corporation, 678 Discovery Drive, Huntsville, AL 35806, a Veteran-Owned Small Business using GSA Contract GS-23F-0020K, Professional Engineering Services, under schedule 871-4, Test and Evaluation. Miltec Corporation has unique industry-leading integrated modeling and simulation expertise from their extensive commercial Aerospace Toolkit? product development and their associated high fidelity six-degree-of-freedom (6DOF) simulation environment. Miltec personnel have a proven capability to lead and perform complex, integrated conceptual design and architecture activities for both Earth-to-Orbit and In-Space systems. At the flight vehicle level, Miltec?s high-fidelity and validated modeling, simulation, and analysis tool capabilities have enabled accurate performance assessment, test preparation, anomaly identification, and requirements verification during system and sub-system development and testing. Miltec also has extensive auto-generated, simulation environment code experience and is developing, from commercial-off-the-shelf tools, a systematic approach for developing real-time, embeddable HWIL and flight software. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 27, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
