NAICS Code: 541710 THIS IS A PRE-SOLICITATION SYNOPSIS FOR STUDENT SERVICES TO BE AWARDED ON A CONTRACT BASIS BY THE US ENVIRONMENTAL PROTECTION AGENCY. The solicitation number is U2E119 (RFQ-RT-05-00320). The Human Exposure and Atmospheric Sciences Division (HEASD) of the National Exposure Research Laboratory (NERL), Office of Research and Development (ORD), U.S. Environmental Protection Agency (EPA), is seeking an individual, at least 18 years of age who is a recent graduate of a degree program in the chemical or biological sciences, to provide services under a contractual agreement in support of human exposure research. Applicants who are currently enrolled, or plan to enroll, in graduate level programs will be considered. The preferred student/recent graduate will have broad academic training and work experience in conducting toxicological studies and possess general skills/experience in laboratory work. HEASD's Method Development and Application Branch (MDAB) develops, modifies, improves, evaluates, and validates methods and instrumentation for measuring human and ecosystems exposures, and provides data input for human exposure models. The research focus is to develop and apply methods which will be used by EPA's measurement programs to elucidate source-to-dose pathways and to help define the important and critical routes of exposure. The Branch plans and conducts research and development to advance state-of-the-art sampling technologies, analytical methodologies, and analytical instrumentation for the investigation and characterization of human and ecological exposures to environmental stressors. The Branch designs and field tests screening instruments. The Branch plans and conducts field studies specifically designed to elucidate human and eco-exposure concerns. The student/recent graduate contractor will provide technical support for research focusing on the development of bioassays involving ecological receptors as well as chemical extractions and quantitation of toxic elements. The different tasks include, but are not limited to:1) Preparation of reagents and standards;2) Directed development of bioassays; 3) Directed sample extraction and quantitative analysis using atomic absorption spectroscopy (AA); 4) Conducting literature/internet searches and reviewing scientific literature; 5) The collection, processing, and compiling of data or other information into databases/spreadsheets using a variety of Windows-based software (e.g., Microsoft Excel/Word/Access, WordPerfect, EndNote, etc.); 6) Conducting descriptive statistical analyses (i.e., mean, standard deviation, minimum, maximum, median, etcetera) of data. The student/recent graduate contractor shall perform tasks related to one or more of these areas in support of the MDAB Human Exposure research program. The student/recent graduate contractor will perform duties, as requested, according to specifications and instructions provided by their mentor. Where appropriate, the student/recent graduate will maintain careful and accurate records in designated laboratory notebooks. These notebooks, and all other data produced under this order will be the property of EPA. All necessary instructions and training will be provided by Ms. Sharon Harper, who will also serve as the mentor. This work is to begin in late September 2005. The purchase order will be for one year and authorize 1920 hours of effort on a not-to-exceed basis. The work will be performed between the hours of 8:00 a.m. to 4:30 p.m. on work days. An option will be included in the purchase order to extend the contract, at the consent of both the Government and the student contractor, for an additional year for the same level of effort. EPA will award either one or more purchase orders based on this Announcement/solicitation in order to achieve the 1,920 hours of effort. So, both part-time and full-time applicants will be considered, with the EPA giving preference in the evaluation process to full-time applicants with the required background. Applicants must indicate with their submission whether they will be available part-time or full-time, and the average number of hours each week they can work. Work will be performed principally in a laboratory setting with a duty location of 109 TW Alexander Drive, Research Triangle Park, NC 27711. The basic hourly rate for this position reflects the candidate's educational background as having recently completed a four-year program in the biological sciences at an accredited university or college. Additional compensation will be provided contingent upon the successful completion of one or more addition years of graduate level study in an accredited degree program. Student/recent graduate contractors will be paid the basic hourly rate only for the number of hours worked and do not receive overtime premium. Student/recent graduate contractors do not accrue leave or holiday benefits and are not paid for any non-work days, regardless of the reason. Federal, State, Local, and Social Security taxes will not be withheld; student/recent graduate contractors are responsible for reporting income to authorities and paying all taxes. Student/recent graduate contractors are responsible for all costs of transportation to and from the principal duty station location. EPA does not provide housing, meals or other living expenses while working at the principal duty station. Again, offerors must be currently enrolled or recently graduated (no more than 24 months ago) with at least a BS/BA or equivalent degree from an accredited university. Non-U.S. citizens may be eligible to participate, depending on their immigration status and the applicable regulations of the United States Citizenship and Immigration Service (USCIS). All non-US citizens must submit, as part of their proposal package, evidence of their immigration status that allows them to work in the United States.
