Description
NAICS Code: 421490 The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), intends to negotiate, on a sole source basis, under the authority of FAR 6.302-1, with Carl Zeiss MicroImaging, Inc., to purchase an Arrayscan VTI HCS Reader for the high-throughput screening of morphological and neurochemical changes induced by neurotoxicants of cell cultures grown on multi-well tissue culture plates. This platform must provide a totally automated system for image acquisition, image analysis, data generation, data storage, data manipulation, and data archiving. The current NAICS code is 423490 for this requirement, (the previous NAICS code from 1997 was 421490). Additionally, the information for these two NAICS codes are the same. Based on EPA's knowledge of the Arrayscan VTI HCS Reader, there are features covered in the specifications that may have unique capabilities to particular vendors. These features include: Image Acquisition: Epi fluorescence optics with option for Grating illumination for optical sectioning; standard objectives of 5x (.25 NA), 10x (.3 NA), 10x (.45 NA), 20x (.4 NA); optional objectives of 40x (.5 NA and .75 NA); 12 bit digital camera with minium 1200x1024 pixels (pixel size of 6.45x6.45); autofocus algorithm with greater than 99% reliability and focus time of less than 1 sec per well; option for optical sectioning software motorized stage with 0.5 um repeatability in the XY axis and less than 1 sec well-to-well motion; 10-position automated excitation filter wheel and shutter; 5-position automated filter cube turret; compatible with Zymarc Twister Robot and other commercially available laboratory robotic systems; compatible with SBS standard micro plates; automated multi-well plate scanning Image Analysis: "Ready to run" (i.e. pre-configured and operational) image analysis software algorithms that include (but are not limited to): neurite outgrowth, cell viability, apoptosis, cell motility, cell spreading, molecular translocation, and morphology analysis; ability to scan (acquire image) and run image analysis algorithms concurrently; ability to use multiple algorithms on the same test plate (multi-protocol tool) without the need for script programming; Data Management: fully operational and supported enterprise-level database; automated transfer of both images and data to relational database; software for access to data and images in database software for data manipulation and analysis software for visualization of data that automatically links data point with cell image (or cell image with data point); access to database directly from cell analysis platform; option to access database from remote desktop workstation; However, any firm believing itself capable of meeting the EPA's requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
