Description
NAICS Code: 54161 EPA is conducting market research to determine if there are small disabled veteran-owned businesses that can perform the following work, entitled: Assistance with Logistical Support to organize and Conduct a Practitioner's Workshop for EPA Voluntary Programs - Valuation of Environmental Benefits. The National Center for Environmental Economics has a need to conduct analyses in several areas of study. In November 2004, NCEE issued a document entitled "NCEE Draft Ecological Benefits Assessment Strategy." This document outlines a series of action items to advance ecological benefits assessment within the EPA regulatory context. The purpose of the practitioners' workshop is: 1. To allow the 80 EPA Voluntary Program managers and their staff to meet some of the most experienced and knowledgeable Voluntary Program experts including a few outside experts from consulting firms, non-profits, and academia. 2. To enable EPA program managers to learn new strategies for overcoming their most pressing Voluntary Program challenges including the "business case" or incentives for participation, collecting Program performance data, and Program branding. 3. Share information with other EPA Voluntary Program managers and staff who run similar programs and have similar challenges. 4. Learn about the many resources the new EPA Voluntary Program Coordination Team can offer EPA Voluntary Programs. 5. Get training in the recently released Guidelines for Designing EPA Voluntary Programs and soon to be released Guidelines for Measuring the Performance of EPA Voluntary Programs and Guidelines for Branding EPA Voluntary Programs. 5. Learn about efforts by the Agency's senior leadership to strengthen and coordinate EPA Voluntary Programs. Skills and Experience The contractor must have relevant experience in ecological risk assessment, evaluation of habitat restoration programs and water quality analysis. The contractor must have a strong and successful track record of organizing highly rated conferences and workshops for government professionals. The contractor must be able to demonstrate the following skills and experience: 1. Highly organized 2. Detail oriented 3. Ability to manage logistics in terms of speakers, audience, venues, materials, audio/visual equipment. 4. Commitment to meeting deadlines and budgets 5. Strong and persuasive written and oral communicator (e.g. developing materials and emails promoting conferences and workshops) 5. Defining conference or workshop agendas which maximizes participation, information sharing, and participant interest. 6. Getting buy-in from various stakeholders on proposed agendas and promotional materials 7. Identifying, recruiting, and preparing speakers 8. Responsive to direction from the client 9. Knowledge and experience with some combination of the following: EPA Voluntary Programs, other voluntary environmental programs, business-government partnership programs, public health or other social marketing campaigns, and/or public sector coalition building Small disabled veteran owned businesses should send a summary of their company's capabilities to perform such work, as well as a list of at least three references that can verify the company's capability to perform the work, to Neely.Rodney@epa.gov and Wright.Kristin@epa.gov by Wednesday, July 20, 2005.
