- Subject to final approval, The Department of the Treasury?s Bureau of the Public Debt (BPD) on behalf of the Armed Forces Retirement Home in Gulfport, Mississippi (AFRH-G) intends to negotiate a sole-source procurement with the Schindler Elevator Corporation for the acquisition of maintenance and repairs for Schindler Elevators (1,2,5 & 6) providing vertical transportation for Building 1 at the AFRH-G. This contract will be a base plus five option periods. Schindler Elevator Corporation shall provide for maintenance, repairs, expeditious removal of entrapped passengers and a comprehensive preventative maintenance scheme insuring emergency operation of cars 5 and 6. Cars 5 and 6 are critical as their larger size allows for Fire Evacuation and Code 7 emergency responses of residents restricted to a litter, gurney of large motorized chairs. This company is the only provider of the warranty repairs, maintenance, and proprietary diagnostic services required within a reasonable area able to react to normal and emergency calls efficiently. Schindler Elevator Corporation possesses proprietary tools of the trade that are not available to other elevator companies. Therefore, a sole source to Schindler Elevator Corporation is intended for this task, as no other sources have access to the proprietary tools that are necessary to service the elevators and ensure the safety of the residents of the Armed Forces Retirement Home in Gulfport, Mississippi No solicitation document is available. The Bureau of the Public Debt will consider all affirmative responses received no later than 15 days after publication of this notice. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the requirement or functional equivalent, at terms more advantageous to the Government. A request for more information will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all requirements and that is more advantageous to the Government, we intend to negotiate a sole-source award to Schindler Elevator Corporation.
