- The Bureau of Public Debt, on behalf of the Armed Forces Retirement Home, intends to issue a solicitation for Structural and Special Inspections Services. The services are to be performed for the Armed Forces Retirement Home (AFRH) ? Gulfport, MS SFCS Commission No. 2114.00/AF Blended-Use Construction Project. The tentative Notice to Proceed date for construction is on or about August 31, 2005. The project, named Blended-Use, consists of constructing a nine-story, steel framed apartment building addition and a one-story skilled nursing addition to the existing Armed Forces Retirement Home in Gulfport, Mississippi. This action is being solicited on a full and open competition basis and will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items. The purpose of this requirement is for Special Inspections Services (including the furnishing of all materials, apparatus, labor and any required insurance) for inspecting and testing procedures, sampling, field and laboratory testing, preparing and submitting report(s) and providing inspection services during construction. Sampling will be performed in accordance with current applicable standards including, but not limited to, ASTM, AWS, ACI and AISC. All work shall be performed by qualified personnel under the supervision of a Registered Professional Engineer. All reports shall bear the seal of a Registered Professional Engineer. The anticipated release date of the RFP is on or about August 1, 2005. The firm date and time for receipt of offers will be stated in the RFP. It is anticipated that a single award firm-fixed-price type contract will be awarded. The Government intends to award a contract for one-year with two one-year option periods.
