- The Space and Naval Warfare Systems Center, San Diego (SSC San Diego) intends to award a completion type contract with a firm fixed price pricing arrangement to Heriot-Watt University, Edinburgh, Great Britain. SSC San Diego intends to acquire, on a sole source basis, Advanced analysis and modeling of dolphin echolocation signals, signaling strategies and multi-component composition of dolphin echolocation in support of the SSC San Diego Biosonar Program Office. The contract is anticipated to be one year in length. The estimated effort is 940 hours for the entire one-year performance period. This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete based upon responses to this notice is solely for the purpose of determining whether to conduct a competitive procurement. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only one responsible source and no other suppliers or services will satisfy agency requirements. The applicable North American Industry Classification System (NAICS) Code is 541710; small business size standard is 500 employees
