- Description
- The Fleet and Industrial Supply Center Norfolk Contracting Department Philadelphia Division intends to solicit on an Other Than Full and Open Competition basis for the acquisition of Educational Services to provide Video Teletraining (VTT) capabilities for college courses offered through Saint Leo University?s current on-base degree programs at military locations nationwide for the Naval Education Training Command (NETC), Pensacola, FL. The services will be accomplished through a modification extending the performance period under the existing contract N00140-03-C-0037. The extension will consist of a 12-month period (29 Sept. 2005 through 28 Sept 2006) with a one year option period. The extension is for educational services for which the Government intends to solicit and negotiate with only one source (St. Leo University, 33701 State Rd 52, Saint Leo FL 33574), under the statutory authority permitting other than full and open competition, 10 U.S.C. 2304(c)(1). Only One Responsible Source and No Other Supplier or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1. The Government intends to acquire the services from Saint Leo University since they are the only source that currently has the personnel and the infrastructure in place to perform the requisite services by 28 Sept. 2005. This notice of intent is not a request for competitive proposals. Congressional Interest has been expressed for this requirement. Numbered notes 22 and 26 apply.
