- FISC, Norfolk Contracting Department, Philadelphia Division intends to acquire, on a sole source basis in accordance with FAR 6.302-1, test administration services from The College Board of New York City (The College Board). The services are required for the Defense Activity for Non-Traditional Education Support (DANTES) Pensacola, FL. The proposed acquisition will be awarded as a sole source modification to an existing contract (N00140-05-D-0003) with The College Board. The proposed modification will increase the estimated quantity of administered College Level Examination Program (CLEP eCBT) paper-based examinations through DANTES Test Centers during the remainder of the current contract performance period (ending 30 SEP 2005), as well as two option performance periods ending 30 SEP 2007. Additionally the modification will provide for additional printing, distributing, scoring, and reporting of CLEP eCBT paper-based tests to support the increased test volume requirement. The College Board is considered the only supplier of all the required test administration services and associated materials. The proposed modification action will be conducted under the provisions for Commercial Items in accordance with Federal Acquisition Regulation (FAR) Part 12. SEE NOTE 22
