Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a sources sought synopsis. This synopsis is for information and planning purposes only and does not constitute a Request for Proposal and should not be construed as a commitment by the Government to award a contract as a result of this request for information. The Naval Undersea Warfare Center, Division Newport seeks the availability of potential sources to provide Administrative Support and Engineering Support to two programs: the Soft Impact Location Capability (SILC) Program and the Embedded Instrumentation (EI) Program. The contractor shall provide administrative support to the Program Manager of these programs, including the preparation of presentations, taking of minutes, tracking of documentation, maintenance of Project Management Documents, funding and expenditure analysis including Earned Value Analysis and the preparation of monthly reports. The contractor shall be responsible for the review of Technical Reports submitted by contractors performing SILC and EI tasking, and shall submit analysis of the technical progress being made, with recommendations for future plans. For the SILC Program, the contractor shall develop utilizing Commercial Off the Shelf (COTS) software languages GUI displays and control modules, and Digital Signal Processing modules. For the SILC Program the contractor shall prepare test plans for the testing to be done in labs, on shore and at sea and shall provide personnel to support these tests. For the SILC Program the contractor shall design, develop, integrate and perform hydrophone acoustic surveys, including data analysis. For the EI Program, the contractor shall provide subject matter experts to assist the Government in the analysis of original research and development project proposals received from Government, industry and university sources. These subject matter experts will also be required to assist the Government in reviewing the progress and in accessing the success of the projects selected for funding. For both programs, the contractor will be required to comply with the conflict of interest requirements of the contract. All interested sources with a team that can meet the broad range of skills required are encouraged to respond to this synopsis to identify their expertise, no later than 22 July 2005, to the NUWCDIVNPT pint of contact adamtuchman@npt.nuwc.navy.mil. All submitted information should be unclassified. Reference NUWCDIVNPT Control No. 055257 in any responses forwarded to this office.
