Description
The solicitation will be available at http://fedbizopps.gov on or about July 29, 2005. Paper copies of this solicitaiton will not be issued and telephone requests or fax requests for this solicitation will not be accepted. The National Park Service (NPS), Department of the Interior (DOI), is soliciting bids from construction firms having the capability to perform the work described below. The National Park Service requires a firm, fixed-price construction contract to furnish all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion to drill two new potable water wells, rehabiltate two existing potable water wells, and abandon two water wells in the vicinity of Panther Junction, Big Bend National Park, Brewster County, Texas. Provide and perform all required engineering and State of Texas permitting for all work on these wells to allow the wells to operate and be connected to the existing community water system, or be abandoned, respectively, as per specifications. Perform all required physical and contractural work once permitting is complete to construct the system described in the specifications. Investigate, engineer and install a license-free radio telemetry and control system for the Panther Junction community water system so that tank levels, pumps and well operations are coordinated and fully automated through the action of the telemetry and control system. This work involves connections to existing facilities and construction of new facilities. A photovoltaic system is required to power one node of the radio telemetry system. Perform all work in accordance with project specifications. This project is a lump sum contract and subject to the Davis-Bacon Act. A site visit will scheduled for all interested parties with the time and date to be announced in the solicitation, section L. The magnitude dor this project is between $250,000 and $500,000. This prject is subject to the Competitiveness Demonstration Program and is open to large and small businesses alike. The NAICS code for this project is 213111 and the small business size standard is 500 employees. This procurement is an Invitation for Bid (IFB) and is subject to the provision of Federal Acquisition Regulations (FAR) part 14, sealed bidding.
