PAPER COPIES OF THIS SOLICITATION WILL NOT BE ISSUED AND TELE-PHONE REQUESTS OR FAX REQUESTS FOR THIS SOLICITATION WILL NOT BE ACCEPTED. Description: 100% Set-Aside for HUBZone Small Business. Design/ Build and the Rehabilitation of the Devils Creek & Lightning Creek Trail Suspension Bridges, on the remote shores of Ross Lake National Recreation Area within North Cascades National Park Complex, Sedro-Woolley, WA. Access to this remote site is by boat, hiking, horseback riding or helicopter. This is Solicitation Number N9471051033. The National Park Service requires a firm, fixed-price, design-build, construction contract to furnish all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion of the above named project. Work includes, but is not limited to: providing engineering services, furnishing labor and materials, and completing rehabilitation work for the Devil's Creek Suspension Trail Bridge (182 foot span) and for the Lightning Creek Suspension Trail Bridge (196 foot span). Work also includes all construction surveying, field measurements and verification, design, transportation (i.e., helicopters) and on-site labor. The two suspension trail bridges are located within the remote area of Ross Lake National Recreation Area of the North Cascades National Park Complex in northern Washington State. The rehabilitation work of these two bridges consists of replacement of the existing timber towers with engineered steel towers and involves the erection of temporary towers, mainlines, and suspenders; replacement of existing timber suspender needle beams with steel beams engineered to carry the design loads; and replacement of the existing sway system with steel angle iron sway braces bolted to the new steel suspender needle beams. Access is by boat, hiking, horseback riding or helicopter. Boat access from the south end of Ross Lake at Ross Dam requires coordination with Seattle City Light for barging services as there is no direct road access to the sites. Access by boat can also be gained from the north end of Ross Lake by traveling through British Columbia, Canada and back to the US border at Hozomeen. Access via hiking or horse-back riding is at a distance of up to 6 miles. All trails for this solicitation are considered to be in remote backcountry areas. Small gas powered hand tools and portable electrical power generators for hand tools are allowed. No trucks or heavy equipment is permitted in this area. It is expected that some materials will need to be flown in by helicopter. Proposed contractors shall have at least 5-years experience in repair or construction of suspension bridge structures located in remote locations. Contractors will be asked to provide information on a minimum of three bridge structures of a similar construction type which have been in service for at least 3-years. The NAICS code for this project is 237990 and the small business size standard is $28.5 million. Contract duration is 45 days following notice to proceed. In accordance with FAR Subpart 36.204, the price range for this contract is between $100,000 and $250,000. This procurement is a Request for Proposal (RFP) and is subject to the provisions of Federal Acquisition Regulations (FAR) Part 15, Negotiations. A site visit will be scheduled for all interested parties with the time and date to be announced in the solicitation, Section L, clause 52.236-27 Alt 1, Site Visit (Construction). Responses will be due approximately 30 days following issuance of solicitation. Individual requests for solicitation packages will NOT be accepted.
